You will serve as a Natural Resources Specialist in the Business Line Team of NAVFAC SOUTHWEST.

Duties

You will serve as principal biologist for in-water environmental compliance (Marine Mammal Protection Act, Clean Water Act, Endangered Species Act, and Magnuson Stevens Fishery Conservation and Management Act) You will facilitate information sharing, coordination and distribution of technical data within the in-water Natural Resources and NEPA programs. You will provide mentoring to technical staff on regulatory compliance. You will interpret laws, regulations and policies to effect good business decision and successful project execution. You will oversee technical staff development of project execution strategies, scopes of work, schedules, and government estimates to execute projects supporting the program. You will manage task orders and contractors and serve as Contracting Officer Representative (COR) to achieve project objectives. You will maintain a working knowledge of California coastal marine resources science. You will provide briefings, point papers or other information to leadership and other federal, state or local jurisdictions as required.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing environmental program requirements to comply with regulations and laws, and to meet mission objectives; 2) Partnering and working with a diverse group of professionals to meet program requirements, mission objectives and deadlines; and 3) Managing contracts and program execution. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:BASIC REQUIREMENTS FOR NATURAL RESOURCES SPECIALIST (0401 SERIES):
  • A 4 year course of study in an accredited college or university leading to bachelor's degree in one of the following: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position.
OR
  • You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
