This position is located in the Office of Research & Development at the Clarksburg VA Medical Center. The position assumes administrative program responsibility for the Research and Development (R&D) Program and research committees.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Authority for budget planning, fiscal management, grant coordination, space management, and supplies and equipment purchase and inventory; Coordinates grant planning, writing, and program development; Submits of a variety of critical reports, including but not limited to project data sheets, the Research annual report, Quality Assurance reports, and the annual budget plan; Maintains the Research Service's Equipment Inventory List (EIL); Ensures that VA travel complies with VA policy including the completion of travel authorizations, travel arrangements, and the use of travel cards; Tracks all elements of the research program such as research personnel, research activities, and educational requirements; Develops and refines desk manuals and SOP's related to Research program functions; Designs evaluation projects, training programs, and organizational strategies for identifying opportunities to improve customer service and process quality; Identifies operational activities that meet, exceed, or fail to meet established criteria as stipulated by a variety of regulatory bodies; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: May be authorized for highly qualified candidates Critical Skills Incentive (CSI): Not approved Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements: SPECIALIZED EXPERIENCE: One full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is designing evaluation projects, training programs, and organizational strategies; managing a budget for a program; evaluating, reporting, and managing resources for programs or projects; collecting and managing data; and developing policies, reports and correspondence. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED) COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience that may be used to meet total experience requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but duties and responsibilities may occasionally require running errands and/or lifting small packages of 15-20 lbs. No special medical screenings are required. Office environment is located within a well-lighted office.
