THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY GENERAL SUPPLY SPECIALIST - Title 5, Position Description Number T5264000 and is part of the WI USPFO, Wisconsin National Guard.
Duties
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs.
Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission.
Reviews and analyzes operational reports and plans, work schedules, planned requirements, and other data to determine and advise the Supply Management Officer and/or the USPFO.
Required to coordinate and control review of military artifacts.

Qualifications
GENERAL EXPERIENCE:For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: To qualify at the GS-2001-11 level, you must have at least 1 year equivalent to at least GS-9 as required in this vacancy announcement. Candidate should be familiar and have experience with governing supply regulations. Experience with developing plans, programs and policies for the operation, management, and administration of current projected organizational programs. Candidate has knowledge and experience ensuring coordination with external organization for material support for projects, operations, or programs including work such as: equipment fielding, commercial non-standard equipment authorizations and distributions. Experience with reviewing, analyzing and auditing operational reports and plans, work schedules, planned requirements, and other data to determine and advise supervisors. Able to provide guidance regarding logistic inventory control and conducting surveys of logistics supplies and inventory management functions. Candidate must have supervisory personnel management responsibilities and able to advise and counsel employees regarding policies, procedures, and directives of management. Supervision of property and accountability of regulations. Experience advising senior leadership on regulations and policies. Candidate has experience coordinating physical tranfers of property or equipment within government agencies. A preferred candidate can develop draft policies, concepts and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support work movement. Candidate has experience shipping, tracking, and receiving property from outside organization. Experience coordinating physical transfers of property or equipment within government agencies. Experience advising senior leadership on regulations and policies.
