The Deputy Nurse Executive Downtown provides coverage and is the spokesperson for nursing in the absence of the ADPCS. She/he has the responsibility for ensuring the continuous and timely availability of quality nursing services. She/he provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the ADPCS. The DNE is assigned the supervision of chief nurses in acute care, specialty care, hospital service and spinal cord services.

Duties

Participates as an active team member of the Health Care System management team to include actively contributing to discussions with the Executive Leadership Team (Executive Director, Deputy Director, Chief of Staff, Associate Director, Assistant Director, and Associate Director Patient Care Services). Embodies the highest professional nursing standards. Advocates for a strong nursing professional role, evidenced by establishing, articulating, and promoting a philosophy, mission, and vision for professional nursing Develops and supports Health Care System-wide patient care programs, policies, Guidelines and procedures that describe and guide how patients nursing care needs are assessed evaluated and met. Establishes and/or supports organizational structure(s) and mechanisms to address nursing issues and assures appropriate and uniform standards of nursing care throughout the Health Care System. Maintains responsibility and accountability to the ADPCS for nursing standards of practice, recruitment and retention, and long-range planning and model development for the effective delivery of health services and outcomes of work. Makes decisions that reflect the distinctive and contributory role of nursing within the local institution and the total healthcare system. Creates a work environment that facilitates and encourages critical thinking, conflict management, and problem-solving for all levels of staff. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. Education Accreditation Requirement: Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:(a) The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or(b) The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Foreign Education: Graduates of foreign schools of professional nursing who possess a current, full, active and unrestricted registration (see paragraph 3c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree level Nursing education program. In order to grant credit towards an appointment based on foreign nursing education higher than the associate degree level, formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) must be obtained.

Degree in a Related Field: A graduate level or doctorate degree in health care/management related fields from an institution accredited by the State and approved by the Department of Education at the time the candidate completed the program may be credited as specifically indicated in grade requirements. The graduate level or doctorate degree and coursework must provide evidence in support of the nursing role and duties associated with the assignment and grade level. Foreign education programs/degrees are not creditable as related degrees.

Nurse V

• Master's degree in nursing and Five years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of the dimension requirements for Nurse V.
• Master's degree in a related field and a bachelor level degree in Nursing. Five years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of the dimension requirements for Nurse V.

• Doctorate degree in nursing with Four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of all dimension requirements for Nurse V

or

• Doctorate degree in a related field and a master or bachelor level Degree in Nursing. Four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and demonstration of all dimension requirements for Nurse V.
