This position is in the Office of the Chief Technology Officer, in the Department of Technology Services (DTS). The incumbent Information Technology (IT) Specialist supports the development and implementation, as well as assuring compliance with technical standards for development for the Judiciary national systems.
Duties
The incumbent of this position is a technical authority and recognized expert in application architecture and software engineering with a strong background in systems engineering and development of IT solutions for delivering enterprise-wide business capabilities.
Working in the Enterprise Architecture (EA) program, the incumbent is responsible for assisting with the development the judiciary's enterprise application development architecture. As part of a team of EA specialists, the incumbent assists with the management of a multi-million-dollar portfolio of research initiatives and operational pilots (e.g., a national API gateway, PaaS, enterprise remote access) to develop services and enterprise solutions that align with the Judiciary's strategic direction, business objectives, and IT practices. The incumbent is part of the national authority for enterprise-wide reference architectures and guidance to national program offices supporting the Judiciary's missions. The incumbent helps determine the direction, policy, guidance, and compliance of the Judiciary's enterprise application architecture, in coordination with other enterprise architects, EA principles, policies, concepts, and practices.
Duties of the position include, but are not limited to:
Developing agency IT enterprise architecture with responsibility for stand-up and effective integration of legacy software/hardware solutions; and identifying new technologies for enterprise-level business solutions.
Participating in major IT efforts with Judiciary-wide business impacts. This includes assessments on emerging technologies for applicability to existing and future judiciary systems.
Participating in the development of technical standards related to enterprise identity and access management solutions, to include identity management, authentication systems, authorization, multi-factor authentication, and several other related disciplines.
Reviewing initiatives and operational pilots to identify opportunities to create, leverage, or enhance enterprise-level capabilities to support judiciary business processes.
Developing and publishing comprehensive enterprise and segment architectures, reference models, and standards to guide national development efforts and ensuring alignment of the IT architecture and planning with the Judiciary business goals.
Developing architectural strategy and providing subject matter expert guidance in DevSecOps, continuous integration, and middleware technologies.
Monitoring and providing input into state-of-the art IT developments/applications while staying abreast of key market indicators; and overseeing the implementation of new business strategies (e.g., Gateway, and other enterprise/application frameworks).
Modifying and developing IT plans, policies, and procedures in response to new legislation, regulations, directives, and other guidance affecting the program.
Assessing Judiciary-wide strategic initiatives and working with diverse stakeholder groups to ensure proper implementation of technical standards and best practices.
Preparing and providing input into reports and other high-level IT documents delineating implications, impediments, making recommendations, and presenting solutions to eliminate redundancy, and support management strategies.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in all of the following areas:
Using agile development methodologies as part of a software development lifecycle;
Developing IT architecture and standards, IT governance, and systems engineering;
Cloud architecture and transition;
Microservices architecture style;
Guiding other teams to develop within the technology stack described as well as incorporating standards with organizations where none may exist; and
Coordinating and managing teams across multiple geographic areas.
