Duties

Major Duties: Provides administrative and field support to the Division of Visitor and Resource Protection. Reports directly to the Special Park Uses Coordinator. Provides general field support to Visitor and Resource Protection park ranger(s). Assists with field monitoring of Special Use Permits. Assist the special park uses coordinator in the office of special park uses. Collects, organize, and input statistical data from automatic counters into software. Corresponds with public about special use permits, commercial use authorizations, and leases. This position has promotion potential up to the GS-9. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-02/26/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position, you must possess at least one or all of the following minimum qualifications by close of the announcement: GS-05 Level: EXPERIENCE: 1 full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1). Conducts basic research to assist in the development and delivery of permits for special events such as trail races, concerts in the park, festivals, and weddings and birthday celebrations. 2) Participating in the development or revision of Special Park Uses materials, such as permits, commercial use authorizations, brochures, guidebooks, handouts; 3) Operating a variety of audiovisual and other media used in support of special park uses events and programs; 4) Engaging with visitors on a daily basis, i.e. answering questions, giving recommendations, interpreting sites; 5) Assisting in archaeological or historical preservation research; 6) Supporting forestry or fire management initiatives in park; or similar operations. -OR- EDUCATION: 4 years of education above H.S (120 semester hours or 180 qtr. hrs.) leading to a bachelor's degree with 24 semester hrs. of course work in a related field (Related fields of study include natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources). Must include copy of transcripts.-OR- Combination of education and experience as described above. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. Must include copy of transcripts. GS-07 Level: EXPERIENCE: 1 full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Provides administrative support in preparing permits, assigning permit numbers, maintain permit logs and central filing systems. 2) Performs day to day administrative duties in support of Special Use Permits 3) Assists with field monitoring of Special Use Permits. 4) Updates special Park Uses webs pages. 5) Conducting law enforcement or investigative work (park related); 6) Archaeological or historical preservation research work; 7) Assisting in forestry or fire management work in park; or similar operations. Creditable experience must be comparable in scope and responsibility to the normal line of progression. -OR- EDUCATION:1 year of graduate study in a related field. Related fields include natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. (1 year of graduate education is 18 semester hrs or 27 qtr. hrs). Must include copy of transcripts. -OR- Superior Academic Achievement based on 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 yrs of education; 2b) based on courses completed during the final full 2 years of curriculum; or 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). Degree must be directly related to the occupation. Must include copy of transcripts. -OR- Combination of specialized experience and graduate study. The total must equal at least 100 percent, to meet this description. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Must include copy of transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
