The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
The Directorate of Identity Intelligence's (DII) mission is to discover, integrate, analyze and share identity intelligence to advance the most comprehensive and accurate identity picture, network development, and traveler screening to prevent terrorism at home and abroad. The primary responsibilities of the Directorate are to maintain and enhance the USG's authoritative database on known or suspected international terrorists), lead USG CT screening and vetting activities, and support identities and network analysis to generate operational leads. DII develops processes for obtaining, integrating and exploiting biometric and other identity centric data. DII workflows are complex and require extensive collaboration across NCTC and with other agencies.
Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Lead a wide spectrum of critical mission activities, including maintaining, enhancing, and sharing the information in TIDE; collaborating with seniors across the USG in support of the watchlisting (WL) screening, and Identity Intelligence (I2) missions; Identifying individuals and networks and generating leads for operational partners; and providing oversight and input on USG processes related to these issues. Leads a large staff of government and contract employees; Represent DII in various USG and IC forums; and provide strategic vision, driving the implementation of methods, workflows, and processes that enable efficiency and effectiveness.
Duties and responsibilities include:
Lead the Directorate and ensure activities are commensurate with NCTC goals and objectives.
Ensure records are maintained in as robust a fashion as possible with a primary focus on quality control.
Lead development and direction of strategies to facilitate information sharing and enhance I2 processes with interagency committees, partner organizations, and other IC working groups.
Establish essential programs, determine priorities, and oversee execution to ensure optimal achievement and compliance with mission objectives.
Maintain sufficient subject matter expertise to develop USG vision regarding terrorist identities -in terms of analysis, exploitation, and screening and vetting. Champion the use of both biographic and biometric identifiers in pursuit of classified and unclassified screening and vetting.
Ensure NCTC targeting analysis and products appropriately identify leads that could become terrorist threats and to inform our partner agencies for potential USG action.
Coordinate and liaise with other component and frontline collecting and screening agencies to establish, cultivate, and lead the understanding of and compliance with the USG watchlisting laws, regulations, and other mandatory guidelines.
Liaise with NCTC's Front Office, Directorates, and Offices to administer resource allocations, expenditures, and budget to include the establishing controls and procedures aligned with mission objectives and drive innovative solutions.
Develop and maintain a network of senior-level contacts within National Security Council (NSC), Intelligence, Law Enforcement, Homeland Security and Defense communities, as well as foreign liaison services, and other agencies to promote, monitor, and implement best practice methodologies regarding CT and information sharing techniques.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
Represent the office to senior IC and (Congressional) officials, and other major at meetings, conferences, and other events to increase awareness of emerging trends concerning CT information sharing practices, procedures, and techniques.
Qualifications
Mandatory Requirements
Bachelor's degree or equivalent experience as determined by mission specialty area required.
Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community elements in order to meet stakeholder requirements.
Partner with U.S. Government agencies to ensure the delivery of effective and efficient mission support services to customers.
Expert leadership and management capabilities, including comprehensive knowledge of business practices and procedures to formulate and execute budgetary and financial responsibilities.
Superior ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change.
Ability to translate mission needs into an information technology architecture that will meet the Country's needs in the future.
Strong analytical and critical thinking skills, including the ability to think strategically, identify information sharing techniques and requirements, and develop structured recommendations and solutions.
Experience representing IC or USG complex topics to key stakeholders such as the National Security Council and Congress.
Education
Bachelors Degree.
