DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Offshore Regulatory Programs (OORP), Emerging Technologies Branch (ETB), Best Available and Safest Technologies (BAST) section in various locations. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Supports all BAST initiatives, including but not limited to the Equipment Subject to BAST (EStB), Safety Technology Assessment Review (STAR), and Monitoring Programs Reviews and provides skilled commentary and analysis on pending laws, regulations, Congressional requests for information, technical reports and papers, and inquiries from the public. 2. Promotes the use of the BAST on the OCS by providing direction and oversight in support of programmatic, budgetary, and administrative processes to include development of recommendations, options, or alternatives to the BAST Chief and other senior officials of the bureau, influencing policy objectives and program goals. 3. The incumbent plans, organizes, and carries through to completion major projects consisting of multiple phases involving key BSEE programs and BAST initiatives. 4. The incumbent will continuously advance BAST, where advisable, to reduce the probability of process safety events and to protect the quality of life, health, and property of offshore systems and components. 5. Serves as a BSEE BAST subject matter expert on offshore safety technology matters and as Agency Liaison to the other agencies on safety technology technical committees, task forces, and work groups and at other meetings where BAST technology expertise may be required. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements:0801-General Engineer You must meet the description in either A or B below to qualify for this position: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (MUST MEET ALL) 1) Facilitating project management process from project scoping, technical analysis within a diverse subject matter expert team, and final reporting out to management; 2) Using new and emerging energy technologies to prevent or mitigate safety risks on renewable energy, carbon capture and/or oil and gas systems; and 3) Using project management principles to successfully deliver projects. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (MUST MEET ALL) 1) Leading the project management process from project scoping, technical analysis within a diverse subject matter expert team, and final reporting out to management; 2) Using new and emerging energy technologies to prevent or mitigate safety risks on renewable energy, carbon capture and/or oil and gas systems; 3) Using project management principles to successfully deliver projects; and 4) Coordinating multi-functional teams to facilitate development of project deliverables.
