The AFRL Integrated Capabilities Directorate (RS), Strategic Development Planning Division (RSS) is seeking to fill multiple senior-level interdisciplinary S&E positions at the DR-03 grade level at Wright-Patterson AFB in Dayton, OH.

Performs multidisciplinary work involving the application of science and/or engineering principles toward mission forecasting, problem decomposition, requirement analysis, capability decomposition and trade space characterization, concept development, cost implications, model validation, analytical tool development, focused risk reduction, and planning of complex capability development projects and/or processes. Applies expert knowledge and advanced scientific/engineering theories, principles, concepts, standards, and methods to ensure development planning activities include: technologically informed requirements; mature concepts that are technically feasible, operationally relevant, and militarily useful; and recommendations for science and technology (S&T) investment to reduce technical risks. Demonstrates a mastery of, and skill in applying, innovative multi-disciplinary practices, techniques, and methodology to identify, analyze, and resolve issues; ensures resolutions are consistent with program objectives. Demonstrates creativity and foresight by identifying, preparing, and presenting reports and briefings on new concepts and technical directions impacting programs/projects, and defining future technology requirements. Collaborates, interacts, coordinates, and/or directly consults with DAF, DoD, other government agencies, academic, and industry partners. Provides analytics to identify, assess, and mature innovative and affordable technology and concepts meeting future AF needs. May lead a small team of contractors and civilians for efforts that arise for engagements with industry and academia, from intersections of technology improvements with DAF missions, emerging operation requirements, vetted future-fight strategies, and threat-informed future-fight forecasts.

  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management.
  • Candidates must have 4 years of relevant ETM experience; and the selectee will have 60-months to meet APDP requirements or a waiver must be obtained. Applicants must list all completed APDP certifications on their resume.
  • Position is eligible for telework but selectee must live within the commuting area of Wright-Patterson AFB

Qualifications

Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled. OPM Qual Standards can be found at: General Engineering 0800 series , Operations Research Series 1515 , General Schedule Qualification Standards Applicants must have at least one (1) year of specialized experience at the next lower grade DR-02 (GS-13) or equivalent in other pay systems. Examples of specialized experience includes understanding appropriate usage, and application of advanced research and analytical techniques (i.e., forecast modeling, cost-analysis, queuing theory, decision analysis, multivariate statistical analysis, neural network design, quadratic discriminant analysis, and discrete event process modeling) to problem solving efforts.
