Duties

Address groundwater hydrology issues and the impacts to the resource from various activities on and off public lands. Work with an interdisciplinary team to address perirenal water management issues including water supply, drought, and climate change. Stay apprised of the latest scientific knowledge as well as developing issues in land management. Identify emerging issues and potential solutions. Work with specialists from a variety of backgrounds to determine impacts to groundwater resources. Advise land managers and staff on hydrologic issues and potential solutions. Review complex planning documents for technical accuracy and adequacy according to appropriate laws and regulations. Identify research needs to benefit public land management. Work with partners to design, fund, and implement research. Provide interpretation of current research and provide this information, as appropriate to field office address land management issues.

Qualifications

This position has an individual occupational requirement (IOR) that must be met to be considered. Please read the Education section to ensure you meet these requirements In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to the IOR, you must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: Sound working knowledge of the principles of hydrology and the ability to independently perform moderately difficult and scientific work. Experience performing technical reviews requiring a thorough knowledge of groundwater hydrology. Contributed to investigative projects and plans involving groundwater issues related to renewable energy, wells, mining and mine reclamation, movement of groundwater, groundwater recharge, or methods of monitoring groundwater. Prepared or reviewed contracts for hydrologic studies, and analyzed the potential environmental impacts of renewable energy, oil or gas, or other energy projects, dewatering operations, water disposal, and mine waste disposal. Ensured compliance with Federal and state laws and regulations concerning ground and surface water quality. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph. D. or equivalent doctoral degree. OR a combination of graduate education and specialized experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work combines both office and field assignments. Field assignments may require physical exertion such as: periods of standing, walking, bending, climbing, crawling, climbing, and/or driving to and around work sites. May be required to lift heavy objects up to 50lbs or operate watercraft or government vehicles. Some work sites my be remote and/or include overnight stay. Work Environment: Office work is performed in a typical office setting. Field site visits are performed outdoors and are subject to weather changes, diverse terrain, and safety hazards. Personal protective equipment may be required. May be exposed to high noise levels, toxic or irritating chemicals and materials, fumes, radiation, and wildlife.

Education

This position has an individual occupation requirement (IOR). To be considered you must meet one of the below requirements:

1. A degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics.

OR

2. A combination of education and experience that includes course work as listed above, plus appropriate experience. Experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems.
