This position is aligned under the VISN 12 Supply Chain Management Service (SCMS) and is an advisor to the Network Chief Supply Chain Officer (CSCO). The VISN Supply Chain Acquisition Utilization Specialist (SCAUS) is located at one of the eighteen Veterans Integrated Service Networks (VISNs) in the Veterans Health Administration (VHA).

Duties

The VISN Supply Chain Office provides supply operations oversight and support for the Medical Centers located throughout the geographic area covered by the pertinent VISN or program area. As a member of the VISN management team, the SCAUS leads the network Supply Chain Management (SCM) program as a liaison and advisor on contract and micro-purchase requirements related to critical clinical and healthcare services, supply acquisition, equipment, and support services required by stakeholders on all aspects of procurement for a wide variety of items for the VISN. Duties Include: Manages and transforms Supply Chain operations throughout the network and aligning them nationally, including associated contract planning, implementation, oversight, and closeouts . Accountable for the overall program management responsibilities for the strategic planning and analysis of the VISN SCM program acquisition systems, ensuring integration and alignment with commodity standardization, acquisition and standardization of equipment, and services to accomplish the VISN's core mission delivering health care and patient safety. Involved in planning relating to all key procurement actions, including medical/surgical supplies, equipment, and other operating supplies and consumables within the VISN. Expedites, and reviews consolidation of all VISN SCM procurement packages, including unique, emergent, and complex requirements to meet timely and technical needs of assigned acquisitions. Independently develops performance work statements and objectives, cost-benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans, market research, independent government cost estimates (IGCE). Provides oversight, guidance, program management, and leadership in operations and planning activities for all VISN facilities' SCM programs, including standardization of business processes, performance measurement and management, quality assurance and compliance, and reporting within the VISN. Furnishes instructions and explanations on new regulations and procedures. Manages all tactical and operational responsibilities from procuring to paying the designated contracts. Prepares and processes requisitions and procurement packages to the Network Contracting Activity (NCA) for the award for facility-wide fund control activities. analyzes and manages the performance and measurement of strategic sourcing support functions for the VISN SCM program in all aspects of procurement and acquisitions, including government purchase card programs. Leads the development of VISN SCM performance work statements and objectives, cost-benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans, market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements. Ensures timely certification of payments for services rendered through collaboration with the office of the Facility Chief Supply Chain Officer (FCSCO). Work closely with the VISN financial organization to ensure VISN goals are realized. Preferred Experience: Experience with managing complex, federal acquisitions and VA contracting. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-11 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of a Acquisition Utilization Specialist, and that is typically in or related to the work of this position. Specialized experience includes: Skill in both supply systems and automated data processing methods and techniques. Skill in broad range of supply program relationships or significant expertise and depth in one of the specialized fields of supply operations. Skill in methods and techniques to analyze and evaluate the effectiveness and efficiency of supply programs and/or operations. Skill to analyze independently and resolve difficult issues and problems in the assigned area of responsibility involving, supply processes, work methods, supply data management, or day-to-day operational procedures. Skill in procedures and responsibilities regarding supply management program functions to include requirements determination; inventory control and accounting; requisitioning, receipt, storage, issue and distribution; and disposal sufficient analyze the efficiency and productivity of the full range of medical facilities supply management functions. Skill in qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of supply management programs.
