This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support, Assistant Commandant for Engineering and Logistics (CG-4), Office of Civil Engineering (CG-43), Shore Infrastructure Logistics Command (SILC) in Norfolk, VA

Duties

This position is located within the USCG, SILC,, Environmental Management Division (EMD). This position is responsible for a wide range of environmental compliance, environmental remediation/restoration, environmental liabilities, pollution prevention, environmental stewardship, environmental sustainability, and environmental planning activities and initiatives as well as the preservation of cultural, historical and natural resources as they apply to CG operations/mission execution and mission support activities.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • The position requires a valid state driver's license.
  • Must be able to obtain and maintain COR certification
  • Must be able to obtain and maintain a CG issued NEPA Warrant.
  • Must be able to obtain and maintain an OSHA 40 hour certification
  • This position may require occasional overtime work.

Qualifications

Basic Requirements Qualifications for Research Physical Scientist Series, GS-1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience--education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirements Qualifications for General Natural Resources Management and Biological Sciences Series, 0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Additional Requirements for ALL Job Series: In addition to meeting the basic requirements, you must have at least one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level.  GS-12 - Applicants must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service.  Examples of specialized experience include: Evaluating environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies; Conducting environmental audits and site assessments to ensure compliance to environmental laws and regulations; Applying environmental standards, methods, and practices to assure full implementation of the NEPA and other environmental laws, regulations or policy; Provide recommendations on environmental impact statements, studies and other pertinent documents; Evaluating potential environmental impacts that could result from construction or engineering projects /designs; Collecting, compiling, analyzing, and reporting environmental compliance and safety data; Developing and organizing policy guidance to manage organizational environmental planning, environmental compliance, remediation and liabilities, and sustainment/environmental stewardship programs. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

This position does have a positive education requirement.
