The Pharmacy Inventory Manager is responsible for providing leadership, direction, coordination, clinical guidance, organization, planning, and implementation of pharmaceutical procurement throughout the VA Northern California Healthcare System. Under the direction of the Associate Chief of Pharmacy Operations and in counsel with Chief of Pharmacy. Incumbent is responsible for organization and management of all aspects of pharmacy procurement program.

Research:
Participates in the development of protocols for research projects for the Pharmacy Services as appropriate
Enables appropriate distribution of research project information to involve personnel to facilitate the proper handling and use of investigational drugs as appropriate.
Enforces policies and procedures regarding the proper handling, storage, record keeping, and dispensing of investigational drugs, as well as relevant patient monitoring as appropriate for the assigned Pharmacy Section.
Participates in developing criteria for drug utilization evaluations, data collection, trending reports, and other quality assurance activities as required ensuring appropriate and safe drug utilization.
Performance Measures:
Maintains current knowledge, responsibility, and understanding of local, VISN and national performance measures and dashboards in areas of assignment.
Provides and promotes cost effective pharmacy services, offering reasonable and appropriate alternatives to high-cost drugs.
Identifies new performance measures to improve quality of care.
Education and Training:
Provides education to health care providers regarding medication use.
Maintains basic knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, and pharmacotherapeutics in area of practice.
Conducts on-the-job training and provides support/guidance as indicated, to employees and the pharmacy training program which may include students, residents, etc.
Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs.
Continuously identifies education and training needs of Pharmacy Service staff and develops and maintains effective pharmacy education and training programs.
Completes all assigned training by due dates.
Administration:
Performs all supervisory functions for assigned personnel, including, but not limited to granting leave, performance appraisals, disciplinary actions, rewards, and recognition, etc.
Strives to increase productivity and efficiency of assigned personnel and other Pharmacy Service activities to improve processes and pharmaceutical care provided to patients.
Communicates effectively with employees, keeping them informed of necessary information; keeps in close communication with each Section Supervisor regarding drug procurement, drug use, drug accountability, drug budget, etc.
Ensures implementation of pharmacy-based action items as they relate to the facility Pharmacy and Therapeutics (P&T) Committee functions and activities.
Assists in meeting all Joint Commission medication management standards by having an expert understanding of regulatory and quality standards for the area of practice.
Program Management:
Coordinates all activities related to procurement and inventory of all medications, supplies and IV fluids for pharmacy services to include but not limited to receiving, stocking, maintaining inventory, establishing maximum/minimum levels for ordering and automation, rotating stock to minimize expiration and under/overstock, borrowing, returns and destruction.
Monitors and regularly reports status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change.
Maintains knowledge and competency to appropriately carry out all purchase card duties.
Coordinates with relevant stakeholders and other pharmacy staff to create action plans for drug recalls, shortages, and backorders.

BASIC REQUIREMENTS
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Education.
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy). TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation
Grade Determinations: In addition to the basic requirements for employment stated above, the following criteria must be met when determining the grade of candidates.
Creditable Experience. Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.
Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.
Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Preferred Experience: Minimum Two years of experience required.
GS-13 Pharmacist:
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
Ability to communicate orally and in writing to persuade and influence clinical and management decisions
Expert understanding of regulatory and quality standards for their program area.
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
The full performance level of this vacancy is: GS-13. Selection will be made at the GS-13 level..

Physical Requirements: The position requires visual and auditory acuity at a level to provide safe and effective care. Use and function of all normal motor and sensory anatomy for provision of patient care, reading, writing, listening, observing/seeing, heavy lifting, bending, pulling, pushing, stooping, squatting, walking, standing, use of fine motor muscles. Must be able to sit for 3 hours, stand for 3 hours, and walk for 1 hour. The position also requires ability to work on computers for extended periods of time.
