This position serves as a supervisor within Engineering Service with responsibility for the Engineering and Construction Project Management section at the Department of Veterans Affairs Medical Center, Durham NC (VISN 6), including outlying Community Based Outpatient Clinics. This position is responsible for the implementation of the Medical Center's capital improvement program.

Duties

Duties include but are not limited to: Makes recommendations to the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Design and Construction program and oversight. The Supervisory Project Engineer collaborates with the Chief Engineer, program managers, members of professional guilds, and others as appropriate, with authority in establishing organizational structure and guidelines, performance standards, work review and reporting requirements, and defines the line of authority and supervisory controls essential to carry out the mission of the Project Engineering Service Supervision and oversight exercised in this position require exceptional coordination and integration of long term programs, administrative services, personnel, and financial resources both within and outside the service. The Supervisory Project Engineer's actions have a direct and substantial impact on the effective functioning of the various program elements within Engineering as well as the overall quality and cost effectiveness of patient care within the facility. Supervisory Project Engineers serve as experts in the design of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems, as well as the oversight of related construction including construction in and adjacent to operational healthcare environments. The Supervisory Project Engineer provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics. Supervisor, Projects Section supports the Strategic Capital Investment Planning (SCIP) process Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as; architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety and safety engineering. Manages human resource functions such as hiring, performance, training and development. Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. This position is responsible for the planning, organizing, directing, evaluating, and management process for Service Line programs, which include setting qualitative and quantitative standards. This position develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Biomedical, Capital Management, and other Engineering programs into the mission of the Medical Center. This position oversees the Joint Commission (TJC) Environment of Care Programs for Utility Systems Management, Safety, Life Safety, and Medical Equipment Management for both this Medical Center and all Community Based Outpatient Clinics (CBOCs). Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electric Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam, or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam, or Puerto Rico Grade Determinations: In addition to meeting the basic requirements listed above, applicants must meet the grade requirements listed below.GS-12 experience/KSAs: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms. Preferred Experience: Healthcare Engineer, GS-13 (Full performance level): Completion of at least one year of specialized experience equivalent to GS -12 and must fully meet the KSAs at that level. Those KSAs are: Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations. Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, crawling, pushing, balancing, lifting, reaching during normal project inspection procedures and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. In addition, the position must have good hearing, eyesight, color and depth perception, and use of all limbs to be able to perform at an optimum level.
