Duties

Responsible for the technical and administrative supervision of a professional, technical and/or administrative work to carry out the mission of the field office. The incumbent provides leadership, motivation, direction and decisions required to implement and ecosystem management of major minerals and lands resources consistent with the Bureau and Departmental Policies and within delegated authority. Makes resource management decisions on a variety of natural resources such as lands and realty operations. Forms and leads collaborative efforts to address resource issues involving a variety of combinations of BLM personnel, stakeholders, interest groups and other government and state agency personnel. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 in Federal service. Specialized experience is further defined as demonstrated experience in workforce and strategic planning, identifying issues, resolving conflicts and negotiating solutions. Oversight responsibilities for administrative and financial management functions, as well as managing or supervising a variety of different program areas, such as resource management, budget, or human resource functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopters, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending and climbing on steep and rough terrain. Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
