You will serve as a SUPERVISORY GENERAL ENGINEER in the GUAM DETACHMENT of PEARL HARBOR NAVAL SHIPYARD & IMF of PEARL HARBOR NSY AND IMF. A post allowance amount, (otherwise known as: COLA), of 12.04% will be added to the stated salary. Post allowance is subject to change at any time. Duties

You will exercise both administrative and technical supervision over subordinates for professional engineering work. You will plan work to be accomplished by subordinates, sets priorities and prepares schedules for completion of work. You will manage and leads a team of engineers and engineering technicians who support Guam Detachment with major repair and maintenance submarine projects. You will design, develop, implement, monitor and assess policies, programs and practices needed to ensure services meet requirements and expectations. You will serve as liaison and team integrator to independently resolve issues and/or problems.

• Visits to waterfront areas and shops and onboard ships may be required. Travel to visit other commands in the local area and to off-station sites may be required.
• The incumbent may be exposed to varying heat and cold and inclement weather when going to and from offices and work areas on the waterfront and hazards onboard ships or industrial areas.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing engineering project support to determine and recommend technically acceptable solutions to issues, interpreting drawings and specifications, and evaluating adequacy; preparing, developing, reviewing and issuing Technical Work Documents (TWDs), issuing material ordering documents, and providing engineering services for repair and maintenance of Los Angeles and Virginia Class Submarines. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
