About the Position: Works under the supervision of the Chief, Dredging Unit. Receives oral instructions with basic assignments for inspection on river, harbor, maintenance, or building construction. Assume full responsibility for on-site construction project management. Refers matters requiring professional engineering knowledge to supervisor for guidance and assistance. Use sound judgment to minimize costs to the Government while assuring project intents are met.

Duties

Serve as a Construction Quality Assurance verifier engaged in maintaining surveillance over the construction of major construction projects. Prepare quality assurance plans for assigned projects. Interpret plans and specifications for lower grade employees and contractors relating to construction problems. Compile payment records and assures all construction management records are established and maintained. Certify and make recommendations concerning the release and payment of funds to contractors, based upon the percentage of work satisfactorily completed. Participate with the Contracting Officer as the government's negotiation adversary in resolution of contract modifications and disputes. Maintain files for assigned projects. Responsible for administering a safety program at construction sites, and the enforcement of applicable safety rules and regulations while furthering expeditious progress of work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a requirement to lift up to 50lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 40% of the time.
  • This position may require employee to accept temporary duty assignments (TDY) to any location within District boundaries. These assignments could range from a few days to over a year in duration.
  • One year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
