The Dayton VA Medical Center is looking for a Sterile Processing Service (SPS), Assistant Chief. The SPS, Assistant Chief is responsible for assisting in the planning, direction, and management of all areas of the SPS department to include Decontamination, Sterile Preparation, Non- Biological Implantable Devices, Reusable Medical Device reprocessing and Inventory Control for the Dayton VA Medical Center.

Duties

Major duties include but not limited to: Cover for and function as the SPS Chief in his/her absence and adjust work assignments to maintain coverage in all his/her areas of coverage. Manage all Decontamination, Preparation, Sterilization and Reprocessing activities, to include those which occur outside of the SPS work area and ensures training, and competency assessments have been completed for the above activities. Plans, develops, directs and maintains a Quality Control Program ensuring product quality assurance through random sampling, biological testing, product assessment and related means, providing QA reports upon need. Assists the Chief of SPS in managing the SPS Equipment Inventory Listing (EIL) for all patient care equipment and other equipment assigned to SPS such as sterilizers, washer/decontaminator Automatic Endoscope Reprocessors (AERs) and ultra-sonic machines through the nonexpendable property program for the assigned facility/system and requests replacement of all equipment under their purview as needed. In the absence of the Chief, serves as a member or in an advisory capacity on committees such as Clinical Product Review Committee; Testing and Evaluation; Infection Control, and Quality Assurance. Attend regularly scheduled meetings as assigned to represent SPS and provide written and verbal reports as required. Solicits assistance from, or responds to, inquires from the outside regulatory agencies such as the Food and Drug Administration (FDA), Association for Advancement of Medical Instrumentation (AAMI), International Association of Healthcare Central Service Material Management (IAHCSMM), The Joint Commission (TJC), Association of Operating Room Nurses (AORN, Center for Disease Control (CDC) and The Environmental Protection Agency (EPA). Assist the Chief of SPS in preparing and evaluating future scheduling projections, anticipating future workload requirements to forecast appropriate staffing levels. Works closely with Acquisitions and Logistics to monitor inventory levels to identify and take corrective action on matters relating to potential inventory shortages created as a result of additional case volume, scrap, or any customer related issues that may exist. Responsible for managing the collection and receipt of all soiled instrumentation, reusable supplies and equipment from throughout Dayton, Dayton VAMC and its associated CBOCs. Responsible for processing reusable supplies and equipment through the decontamination system and maintaining all applicable manufacturers cleaning instructions. Performs first and second level supervisory duties. Performs other related duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and/or Education Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-09 Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief (a) Experience. One year of experience equivalent to the next lower grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Ability to plan and project staffing needs and requirements. 2. Ability to manage, interact and deal with individuals of varying backgrounds. 3. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements. 4. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. 5. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. 6. Ability to evaluate new products and equipment, develop options, and make recommendations. 7. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. (c) Assignment. The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Contributes to the effective utilization of resources, budgetary allocation and fiscal management. Makes selections, assigns personnel and provides direction to subordinate staff. Manages the training, documenting and evaluating of staff. Serves as liaison between SPS and other departments. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-9. The actual grade at which an applicant may be selected for this vacancy is GS-9. Physical Requirements: The incumbent usually stands and moves from one part of the room to another in performance of assigned duties and is also required to travel throughout the medical center observing the processes in place in different services. Incumbent will be required to travel to all Outpatient clinics to review and inspect process, which may involve travel by government car or POV. The employee will routinely alternate between a contaminated and a carefully clean environment. The Assistant Chief, SPS will be required to wear protective clothing from time to time and will be subjected to loud noises from machinery and offensive smells. If in the decontamination area where processing of contaminated equipment is done, the employee must wear scrub suits, face shields, a hair cover, gloves, gown, impervious shoe covers, and an impervious gown. The work area may be hot and humid. Unpleasant odors are frequently encountered during the processing of particular items. The work area can be quite noisy due to the clatter of metal upon metal when working with instruments and trays, the rumbling of carts and the operation of sterilizing equipment, ultrasonic cleaners, and automatic transport systems.
