This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. The position is located in the Office of Policy and Sharing Center, Bureau of Intelligence and Research (INR/PCS). You will serve as the Policy Coordination Officer.
Duties
Serves as a Policy Coordination Officer responsible for reviewing complex, sensitive, and/or strategic level requests from Department policy bureaus and Intelligence Community or Department of Defense elements.
Obtains appropriate originating agency approval to share information with foreign recipients or the public, ensuring all requests are consistent with national security and foreign policy.
Coordinates sensitive sharing policy guidance with regional and functional bureaus across the Department as required.
Attends interagency meetings on a wide variety of disclosure and release topics, accurately representing State’s views and consistently exercising independent judgement.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above, however the scope and complexity of assignment are of less responsibility and independence and receives closer supervision than the GS-13.
Qualifying specialized experience must demonstrate the following:
Experience assisting in the preparation of intelligence sharing requests in support of policymaker engagements on worldwide topics, using classified Intelligence Community web-based sharing tools.
Experience applying specialized Intelligence Community policy and practices to sharing activities to convey organization requirements.
Experience providing guidance and best practices to policymakers on how to obtain approval to use Intelligence Community-derived information.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience preparing multi-sourced intelligence sharing requests in support of senior policymaker engagements on proliferation-related matters, using all classified Intelligence Community web-based sharing tools.
Experience applying specialized Intelligence Community policy and practices to sharing activities to convey organization requirements, respond to sharing-related questions, and to advocate for organization positions.
Experience engaging senior Intelligence Community counterparts to share best practices and coordinate multi-sourced intelligence sharing requests.
There is no substitute of education for specialized experience for the GS-13 position.
