THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Combined Surface Maintenance Shop (CSMS), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

JOB SUMMARY: The purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance. Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. WORKING CONDITIONS: Work is performed inside and outside, where dirt, spray, and fumes are usually present. May be required to prepare and coat surfaces outside in bad weather. Required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. Frequently exposed to the possibility of cuts and bruises and occasionally exposed to the possibility of broken bones. PHYSICAL EFFORT: Work is performed from ladders, scaffolds, and platforms and in cramped and hard-toreach places. Work requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. There is frequent lifting, carrying, and setting up of materials and equipment that weigh up 10 pounds. Occasionally, materials and equipment may weigh 40 pounds and over.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.
  • Direct Deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the candidate's knowledge of surface preparation (removal of rust, dirt, paint, etc); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 18 months of specialized experience in the following: Experience or training demonstrating knowledge of any surface preparation and coating methods and techniques. Experience demonstrating the skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of any accepted surface preparation and coating methods and techniques to apply coatings to stationary and mobile equipment, and to combat, tactical, and commercial vehicles. Skill in preparing the surface for paint by using compounds and abrasive to even out dents and scars. Skill to remove rust, paint, and loose particles from surfaces so that coating materials will adhere properly. Ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Knowledge of tools when mixing and testing paint for viscosity and thickness. Knowledge of coating materials so that surfaces are free from skips, runs, and drips, orange peels, fish eyes, and brush strokes. Skill to sand, wire brush, scrape, spackle, and putty surfaces; to brush on, roll on, and spray coating materials; and to apply other related methods and techniques. Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, etc. Ability to read paint schemes, and manufacturers specific instructions and guidelines. Skill in using tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-1 through E-7 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
