Duties

Serves as a manager at a Bureau of Prisons (BOP) federal correctional institution. Responsible for planning immediate and long range staffing needs. Develops a recruitment and staffing plan to identify management's needs. Responsible for overseeing staffing functions that include requesting certificates of eligibles, scheduling and conducting interviews, BOP-HIRES issues, and preparation of security clearance requests. Responsible for ensuring accurate guidance is provided on pay administration issues. Responsible for local labor management negotiations. Responsible for administering the leave program in a fair and consistent manner in accordance with the law and other applicable rules/regulations. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education:There is no substitution of education for specialized experience for this position at these levels. OR Experience:You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience directing multiple Human Resource programs for a large organization with a variety of administrative and professional occupations. Experience participating in complex labor management relations (e.g. negotiations, interpreting collective bargaining agreements), applying various employment laws in recruiting and hiring, and developing and implementing professional developmental programs for employees. Experience providing guidance on multiple human resource programs and issues directly to executive level managers.
