This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at Salem Veterans Affairs Medical Center (VAMC). The incumbent of this position uses knowledge of a wide range of budget-related principles, procedures, and methods to make recommendations on a variety of budgetary and administrative functions in support of the VAMC, National, and Special Purpose Programs.

Duties

"This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI." Duties include, but may not be limited to the following: Serve as Budget Analyst for the medical center operating budget, including all phases of program planning and analysis. Determine requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. Provide advise and guidance to management officials on all budgetary matters. Develop and implement policies and procedures, advises management on the proper use of funds, ensures manager maintain adequate funding levels and controls throughout the year, provide reports and budget updates. Develop and coordinate the planning, formulation, and execution of the budget. Conduct long range budget planning, provide projections based on variable factors, evaluates how budgetary changes impact program goals and operations. Monitor and track obligation/expenditures through continuing dialog with officials and staff, review of written documents and examination of records. Formulate the operating program budget and manages and monitors fund distribution for the operation of the medical center. Applies statistical formulae, techniques and methods for the gathering and interpretation of quantitative information. Provide staff with statistical data required for planning, policy, and operating decisions. Create phasing and obligation plans to project budget execution rates based on analysis of programs. Monitors the use and rate of expenditure of budgeted funds. Manage reimbursable accounts for the provision of personnel services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2024. For GS-09: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of specialized experience which includes basic accounting practices; basic interviewing and investigating techniques; general knowledge of collection techniques, methods, and practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GS-11: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
