Duties

If selected for this position, you will join a well-respected team that is responsible for planning, implementing, and administering the full spectrum of budget and financial management services for the Western District of Pennsylvania. If selected for this position, you will receive formal and/or on-the-job training, as needed. Duties include: Preparing and developing budget estimates for the District. Preparing a variety of statistical reports covering the status of funds, expenses, and obligations. Reviewing and examining fund requests. Advising management on the planning and development of budget requirements. Ensuring obligations, expenditures, unobligated orders, and available balances are valid and supported. Preparing for and responding to financial audits. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
  • You must be registered for Selective Service, if applicable
  • If selected, you may be required to complete a one year probationary period.
  • You must meet all qualification requirements upon the closing date of this announcement.

Qualifications

GS-12: To be eligible at the GS-12 level, you must have at least one full year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as experience developing, maintaining, and administering financial data to control execution of short and long-range budgets; monitoring obligations, appropriating funds, and validating expenses; utilizing an automated financial management information system to enter financial data, track funds, and develop financial and budget reports; preparing budget estimates and projections utilizing past obligations, fund levels, validity of request, and compliance with current policies and priorities; developing internal budget policies and procedures; and updating top level management officials on the status of financial operations and funding levels and providing technical guidance, advice, and assistance on the planning and development of future and current budget requirements and status. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
