Duties

Duties are listed at the full performance level: -Performs work related to conservation and management of terrestrial and aquatic species; the control of terrestrial and aquatic species; or the determination, establishment, and application of biological facts, principles, methods, techniques, and procedures necessary for the conservation, management, and control of terrestrial and aquatic species. -The incumbent plans, conducts, and presents complex studies and technical reports; obtains funding; organizes, analyzes, and provides field data in order to predict environmental issues and environmental impacts to include in environmental documents (e.g., environmental assessments, environmental impact statements, and endangered species biological assessments). -Performs data analyses on portions of larger scientific investigations; gathers, organizes, and interprets biological, ecological, pathological, public use, or other information pertinent to scientific studies and/or scientific investigations or for inclusion into NEPA documents. -Plans, obtains funding, organizes, and implements scientific investigations. Coordinates with other project specialists to assure continuity and efficiency of effort. Ensures project budget and schedule timelines are met. Communicates changes to clients and management. -Prepares reports, diagrams, charts, graphs, correspondence, etc. -Presents technical information to agency and other personnel and groups. RECENT GRADUATE ELIGIBLITY. You must meet one of the following: You have completed a qualifying bachelors, masters, professional, or doctorate degree within the previous two years as of the close date of this announcement. You are a Veteran and due to military obligation, you have completed a bachelors, masters, professional, or doctorate within six years of the announcement close date. You will obtain a bachelors, masters, professional, or doctorate and obtain transcripts (with conferred date) AND be able to start working no later than August 11, 2024. No exceptions. CONVERSION: After successful completion of all program requirements, the Recent Graduate MAY be converted to a permanent position in the competitive service, but conversion is neither guaranteed or promised.

Qualifications

In order to qualify for this position, you must meet BOTH the Basic Education Requirement and Additional Qualification Requirement for each grade level described below. Your resume must clearly describe your relevant experience. Basic Education Requirements: To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Additional Qualification Requirement: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-09 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience conducting surveys of a variety of plant and animal species, ability to analyze datasets using a variety of technologies such as GIS, web-based systems or statistical software for data entry. Communicating through written and/or oral presentations and discussions. Experience may include a basic understanding of, or the demonstrated ability to learn or apply the NEPA process. -or- You could otherwise qualify on the basis of Education having 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. -or- You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-07 grade level, you must possess one year of specialized work experience equivalent to the GS-05 level in Federal service having demonstrated experience aiding in conducting surveys of a variety of plant and animal species, helping to analyze datasets using basic analysis and data management programs such as Excel. Communicating through written and/or oral presentations and discussions. -or- You could otherwise qualify on the basis of Education having one year of graduate-level education or superior academic achievement. -or- You may combine specialized experience and education to meet the minimum qualifications. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours prorated. You will not receive any credit for experience that does not indicate exact hours per week. Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 02/22/2024. Future Graduates:You must meet all requirements AND be able to start working no later than 08/11/2024. No Exceptions to extend this date.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
