This position is a Financial Management Analyst, Division of Finance. Location at the Bemidji Area Office, Bemidji, MN. This position reports to the Executive Officer or designee.
Reduced Area of Consideration: Per IHS Merit Promotion Plan 7-2.4 C, Management has determined that there is likely to be an adequate number of qualified applicants in the local commuting area. Non-Indian preference candidates outside this area will not be considered.
Duties
Identifies and analyzes changes in financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of organizational objectives.
Researches, reviews, and interprets financial policies and instructions in light of special problems or program relationships.
Discusses desired changes in financial requirements (additions or deletions) with program managers and administrative staff.
Works to improve or develop financial management systems and related policies, goals and objectives for programs.
Analyzes facts, identifies problems, reports findings, makes conclusions, and recommends corrective or other appropriate action in carrying out routine analytical assignments.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR One year of Specialized Experience equivalent to at least the GS-07 Grade Level.
GS-11: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR One year of Specialized Experience equivalent to at least the GS-09 Grade Level.
Examples of Specialized Experience
GS-09: Maintains and analyzes comprehensive reporting for a variety of analytical, technical, and administrative work to promote financial well-being of an organization. This includes transactions containing varied adjustments, accounts receivable and accounts payable for validity and proper use of funds.
GS-11: Identifies and analyzes changes in financial policies, regulations, constraints, objectives, and available funds. Analyzes financial program data to develop annual budget estimates. Reviews financial justifications data and discusses desired changes in financial requirements with managers.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
