You will serve as a FINANCIAL MANAGER in the Directorate of Resource Management of NAVMEDRSCHCEN SILVER SPRING MD.

Duties

You will review, analyze, and revise annual and multi-year budget submissions for headquarters command and 7 subordinate command for personnel, facilities, contracts, equipment and supplies for medical research and operating ongoing programs. You will attend meetings to provide technical financial advice on specific proposals, plans or policies, and to acquire information about operational programs, problems and issues. You will provide professional direction and guidance in the planning, programming and budgeting for the Naval Medical Research Center and subordinate commands worldwide. You will provide accounting and analysis of all financial program activities as a quality assurance measure to ensure high standards in regulatory compliance, legality, propriety and integrity. You will provide supervision for Directorate personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • The incumbent is required to travel occasionally, including to OCONUS areas and throughout the region for management of financial programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning work, setting priorities and scheduling work as necessary to assure effective and expeditious accomplishments of resource management process and procedures. Experience assigning work to subordinates based on employee's capabilities, priorities and difficulty. Experience developing performance standards and evaluating employee performance. Experience providing first level supervision of the various programs within Resource Management to include Budget Formulation and Execution, Managers' Internal Control Program, Support Agreements, Temporary Additional Duty TAD Travel, Management of the Government Travel Card, Audit Readiness/Response, Civil Service Payroll or similar programs.
