Duties

Develop, review, and edit detailed analyses, estimates, proposals, and justifications for annual funding needs for all current and out year activities. Formulate budget estimates and analyze, interpret, and project budget data for specifically assigned organizations, object classes, substantive programs, and/or support activities. Conduct research to locate and obtain information from existing financial databases. Execute budget activities and operations for specifically assigned organizations, object classes, substantive programs, and/or support activities. Review, execute, and distribute Planning Target Allocation (PTA) and Annual Work Plan (AWP) allocations and directives Monitor and track the expenditure of direct appropriations (including offsetting collections), mandatory (permanent) appropriations, transfers from other agencies, contributions, and/or reimbursements. Participate in efforts regarding long and short-range financial planning, budgetary authorizations, financial management system requirements, etc Participate on teams and committees to discuss budget planning, management, policies, and procedures up to the state level.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. At the GS-09 level: One (1) year of specialized experience equivalent to GS-7 in the Federal service as a budget analyst or directly related position. Examples of specialized experience may include: Perform routine technical and administrative support to an organization regarding the budget. Interpret discrepancies and resolve budgetary issues. Assist in budget formulation, budget execution, and budget analysis for an organization; OR a master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related; OR an equivalent combination of the type and level of experience and education described above. At the GS-11 level: One (1) year of specialized experience equivalent to GS-9 in the Federal service as a budget analyst or in a directly related position. Specialized experience is further defined as: Executing and monitoring budget contributing to technical and administrative support to an organization in relation to budget; perform budget formulation, execution, and budget analysis and reporting for an organization. Experience formulating, executing, and monitoring budget for an organization; OR completed a Ph.D. or equivalent doctors degree, or 3 full years of progressively higher level graduate education leading to such a degree, -or- LL.M., if related; OR an equivalent combination of the education and specialized experience described above. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/ graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is principally sedentary with a moderate amount of standing and walking. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer. Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 25% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position falls under the Budget Analysis Series, 0560. There are no Individual Occupational Requirements for the position.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
