The primary purpose of this position is: To serve as a non-supervisor RAWS technical writer-editor with the responsibility for researching, analyzing, writing, editing and publishing information used in Air Force Job Qualification Standards/Air Force Qualification Training Packages and handbooks for use by Air Force, Air Force Reserve and Air National Guard personnel.

Duties

Prepare training materials. Writes, revises, arranges, blends and integrates background materials and training references and other resources to produce Air Force Job Qualification Standards/Air Force Qualification Training Packages (AFJQS/AFQTPs), handbooks and other qualification/continuation on-the-job training (OJT) materials for Air Force-wide publication for RAWS users. Reviews and revises qualification/continuation training material prepared by others. Reviews and verifies the information gathered by research in consultation with subject-matter experts. Accomplishes special projects. Develops and implements projects designed to establish improved procedures and baselines for the RAWS qualification training process. Participates in Air Force Training Advisory groups and training workshops as needed. Briefs status of training material and provides customer feedback data.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Technical Writing and Editing Series, 1083. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-07 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector) which includes knowledge of grammar, writing and editing practices, and the style requirements of the media and the publications used. Knowledge of readily available sources of information on the appropriate subjects including library resources and subject matter experts. Knowledge of acquisition of information on a variety of subjects in the course of completing assignments. Knowledge of desktop publishing technology to draft, edit, design, and develop manuscripts into camera-ready copy. OR EDUCATION: I have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. which includes a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least once course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described, however, I have completed some graduated-level education. Therefore, I have a combination of experience and education as described above. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic electronics, ground radar maintenance or airfield and weather systems. 2. Knowledge of the use of interactive courseware and online resources for the design and delivery of training. 3. Knowledge of training practices, policies and procedures. 4. Knowledge of desktop publishing, and word processing technology to draft, edit, design and develop manuscripts. 5. Skill in applying basic data gathering methods, such as interviewing techniques, to gather factual information. 6. Knowledge of grammar, writing, editing practices and style requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)

  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
