Duties

You will serve as the Trial Attorney/Senior Trial Attorney on one of the two Defensive Environmental Litigation Teams within the Naval Litigation Office (NLO), Office of the General Counsel (OGC), Department of the Navy (DON). You will represent the DON in its defense against claims under various pollution control laws, including the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA). You will represent the DON in litigation under natural resource protection and planning statutes such as the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), the National Environmental Policy Act (NEPA). You will work closely with Department of Justice attorneys, primarily in the Environment and Natural Resource Division.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• Must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or D.C.
• Must be admitted to practice before a state or federal court, of good character; in full compliance with continuing legal education requirements of an appropriate bar; and maintain professional qualification at all times as a condition of employment.

Qualifications

The positions will be filled under the General Schedule (GS) pay system at the GS-14 or GS-15 levels, depending on the qualifications of the successful applicant, and will have a full performance level of GS-15. To be eligible for selection at the GS-14 level, the successful applicant must have a minimum of three-and-one-half years of recent and relevant professional legal experience. To be eligible for selection at the GS-15 level, the successful applicant must have a minimum of five-and-a-half years of recent and relevant professional legal experience. Candidates will be evaluated on the following: (1) depth, breadth and quality of experience in environmental law; (2) depth, breadth and quality of complex litigation experience; (3) excellence in legal analysis and managing discovery; (4) excellence in written and oral communication skills; and (5) interpersonal skills necessary to work cooperatively and effectively on difficult tasks under time pressure with people of diverse interests. Applicants with a record of making significant contributions to the advancement of DON OGC or equivalent Office of Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. Candidates must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
