The Accounting Technician position is in the Finance Management Services Accounting Section and reports to the Supervisory Accountant located at the VA Medical Center in Aspinwall, PA.
Duties

Major duties and responsibilities include:
Independently commits, amends, verifies costing, obligates, and liquidates for expenditure accounting for standard and nonstandard transactions in multiple funds.
Auditing invoices, authorize payments to vendors, and prepare travel estimates.
Processing receiving reports, review receipts, analyze debt collections and reconcile the related control and
subsidiary accounts for financial reporting and service line support using a variety of financial and computer systems.
Extracting morning reports from the Integrated Funds Distribution Control Point Activity Accounting & Procurement System (IFCAP).
Researching daily rejects on miscellaneous orders, service orders, contracts, Architectural and Engineering (A&E) orders, receiving reports, and amendments to determine the reason for rejection and to rectify the accounting transaction.
Reviewing and approving requisitions for services, supplies, real property, equipment, and adjustments for all appropriations for the medical center.
Preparing cost transfer journal entries as needed to reflect proper costing for fiscal year, appropriation, cost center and budget object code.
Auditing and authorizing payments for beneficiary travel, select vendors, employees, patient funds, general post funds, agent cashier replenishments, interview travel, and EDRP (Education Debt Reduction Program).
Creating travel estimates, performs system administration and provides technical support for the station's computerized travel program.
Initiating debt collection efforts and aggressively pursues payment of both first and third-party outstanding accounts receivables.
Ensuring proper accounting procedures are enforced to accurately record financial transactions that support subsidiary and general ledger data included in the financial position of the medical center.
Performing other duties as assigned.
Work Schedule: Monday - Friday, 8am until 4:30pm

Qualifications
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade level in the Federal Service (GS-5), that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of an Accounting Technician. Specialized experience for this position includes being responsible for maintaining financial accounts and verifying accuracy of data; reviewing and approving requisitions for services, supplies, real property, equipment, and adjustments for all appropriations; auditing and authorizing payments for travel, select vendors, general post funds, agent cashier replenishments; experience that has provided an understanding of basic accounting practices, polices and principles. Physical Requirements: Work is mostly sedentary but requires some physical effort, such as standing, walking, bending, or sitting and lifting, considerable data entry, speaking on the phone with individuals and in group settings, and working at a computer. The work is performed in an office setting. Normal safety precautions are required.
