About the Position: Serves as Writer-Editor operating in an electronic publishing environment. Reviews and electronically produces publications (administrative) for Army-wide dissemination covering the complete gamut of Army functional and subject matter areas. These publications are submitted by HQDA agencies and major Army commands, and provide Army-wide administrative policies and procedures.

Duties

Utilize various word processing, desktop publishing, and/or electronic publishing programs/systems, prepares draft publications to make them more understandable and easier to read. Rewrite portions of drafts to gain uniformity, clarity, economy of expression, and logical presentation of ideas. Convert narrative portions of the manuscript to charts, figures, or tables and incorporates them into the document. Use a case management system (ePUBS workflow) to track and process documents through to publication. Evaluate the content, format, and organization of draft Army publications submitted in electronic format for publication and distribution. Based on an understanding of the purpose, the users of the publication, and prescribed publications policy, recommends changes to the organization, presentation, and format of material. Review cases to ensure that DA Form 260 (Request for Printing of Publication) coordination, funding, forms, and report requirements are met. Determine, in conjunction with the supervisor, whether a draft should be accepted or rejected, and its production priority, if accepted.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communication or Journalism. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes use various word processing, or electronic publishing programs to prepare draft publications; evaluate presentation, format, organization, or content of publications to ensure publications are prepared in proper format; and prepare draft publications such as manuscripts, charts, figures, or tables in accordance with established guidelines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Communications or Journalism. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes produce electronic publications for dissemination to various agencies and major commands; coordinate the processing of assigned publications with internal and external stakeholders; and utilize publication guidelines or procedures in order to edit, write, and finalize products for publication.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-9 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
