Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Realty Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Location Negotiable, but limited to the following locations: Boise, ID Heyburn, ID This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-CPN-24-MP-12205328-OPM.

Duties

Prepares routine use authorizations such as special-use permits, licenses, easements, consent-to-use documents and crossing agreements. Orchestrates the performance of necessary surveys and assists senior realty staff by conducting document research for the acquisition/disposal of federal lands. Safeguards the function of and title to federal canals and drains while optimizing their capability to provide drainage. Provides support to the senior realty specialists on complex use authorizations such as relocations, land sales and exchanges. Prepares new agreements for acquiring or retaining lands served under existing water storage contracts.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-07: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Gathering and analyzing information; 2) Communicating with interest groups, local/state governments, or the public; 3) Reviewing applications or documents for accuracy; and 4) Entering and obtaining data from records systems. (Note: Your resume must fully support this experience.) OR, Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.) OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Note: You must attach a copy of your transcripts.) OR, Superior Academic Achievement (SAA): Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. (NOTE: You must submit a copy of your transcripts.) Specialized Experience GS-09: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Providing input to determine the most effective means of avoiding damage to environmental assets; 2) Working with individuals and groups to develop realty proposals for approval and action; 3) Presenting material in a clear and effective manner to professional work groups and others; and 4) Assisting with multiple projects simultaneously that may require extended periods of time between the start and completion of the project or task. (Note: Your resume must fully support this experience.) OR, Education: Successfully completed at least two years of progressively higher level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position which provided the knowledge, skills, and abilities necessary to do the work of this position. (You must submit a copy of your transcripts.) OR, Combination: Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. (You must submit a copy of your transcripts.) Specialized Experience GS-11: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Utilizing Federal and State laws to process use authorizations and prepare request for surveys, prepare draft contracts, deeds, maps, plats, or other documentation for land sales, crossings, exchanges, relocations, abandonment, disposals, or acquisition of land interests, etc.; 2) Analyzing results of environmentally oriented research data to determine the most effective means of avoiding damage to environmental assets; 3) Presenting material gathered from diverse sources and disciplines in a clear and effective manner to professional work groups and others; and 4) Managing multiple projects simultaneously that may require extended periods of time between the start and completion of the project or task. (Note: Your resume must fully support this experience.) OR, Education: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (You must submit a copy of your transcripts.) OR, Combination: Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 36 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
