This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 through GS-11.
You will serve as a Records & Information Management Specialist in the Corporate Operations Department, Business Office (Code 180153) of the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity, Kittery, Maine.
Duties
You will serve as a source of authoritative information and assistance to the SUBMEPP Records Management Program and SUBMEPP personnel by
advising and providing guidance on records management and associated Records Management Tools (ARCIS, CDMS-N).
You will develop guidelines, procedures, and other similar material to maintain SUBMEPP's Records Management Program.
You will oversee the duties and progress of SUBMEPP's Records Management liaisons/alternates assigned in various Divisions/Departments within SUBMEPP.
You will establish and maintain the SUBMEPP records management program, ensuring accountability of all SUBMEPP records.
You will provide recommendations to SUBMEPP and maintain authority in accordance with appropriate security and enterprise guidelines and directives.
You will work with SUBMEPP Department Heads, Division Heads and employees to implement the Records Management Program within SUBMEPP,
ensuring that all requirements and regulations are implemented.
You will ensure adherence to SUBMEPP's records retention schedules.
You will originate and/or approve all requests for disposal or transfer of records as designated by an approved records retention schedule.
You will update and maintain spreadsheets for accountability of all Records Transmittal and Receipts (SF135), Request for Records Disposition Authority (SF115), and Notice of Eligibility for Disposal (Form 13001), with regard to Records Management.
You will provide guidance and assist in the destruction of temporary records as they outlive their usefulness in accordance with SECNAV Manual 5210.1, Department of the Navy, Records Management Program, Records Management Manual.
You will preserve records having long-term, permanent worth because of their continuing administrative, legal, scientific or historical values.
You will work with SUBMEPP Information Technology (IT) personnel on electronic recordkeeping requirements, records management applications, for implementation of a records management database.
You will correspond and comply with all NAVSEA regulations with regard to Records Management, answering data calls and providing required documentation when applicable.
You will apply LEAN principles, when possible, to achieve Reduced Total Ownership Cost.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing.

Education
In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
