This is a temporary assignment not to exceed three years but may be extended at management's discretion. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If selected from outside of the sponsoring agency, the employee may not have return rights to their former position. This position may be made permanent but this is subject to budget constraints.

Duties

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This position will either be located in Sterling, Virginia or virtual. This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: As a Social Scientist for offshore renewable energy development, you will serve as the social science Subject Matter Expert for environmental and decision documents for Outer Continental Shelf (OCS) renewable energy activities, rulemaking or other assigned activities and, at the full performance level, GS-13, will: 1. Implement environmental laws and regulations to ensure compliance of BOEM renewable energy activities with the requirements of the Outer Continental Shelf Lands Act (OCSLA) and National Environmental Policy Act (NEPA) related to impacts on socioeconomic resources. 2. Assess the adequacy of compliance with environmental laws and regulations related to socioeconomic resources, including environmental justice; and recommend solutions to analytical, policy, and scientific issues to meet and continually improve compliance with laws, regulations, and departmental/bureau policies. 3. Prepare and review environmental documents that integrate streamlining and state-of-the-art methods, scientific understanding, legal requirements, departmental and BOEM policies, and Executive Orders, including those related to environmental justice. 4. Use expertise in social science discipline and analytical techniques to author or review technical documents, perform specialized analyses, or support research. 5. Identify and address areas where information must be developed by either agency research or contract studies, then develop and manage such studies. 6. Coordinate the procurement of environmental studies and manages contractual agreements as a Contracting Officer's Representative (COR). 7. Help resolve issues and identifies appropriate mitigation measures relating to socioeconomic resources. The Bureau of Ocean Energy Management has determined that the duties of this position is suitable for telework and the selectee may be allowed to telework with supervisor permission. Salaries listed below are for Sterling, Virginia only. If applying for a virtual location, your pay will be set for the city in which you live. Salary Information GS-12, Step 1: $99,200.00 to GS-12, Step 10: $128,956.00 per annum. A recruitment incentive may be offered at the discretion of management. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Degree: Behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SUBMISSION OF TRANSCRIPTS IS REQUIRED. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Experience applying the concepts, principles and practices of social science to environmental resource management or interdisciplinary scientific issues; 2) Experience in planning and carrying out social science projects and relating the socioeconomic impacts on affected groups; 3) Experience preparing summary technical reports of literature; and 4) Experience communicating scientific and technical information. Must meet all.
