This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an Interdisciplinary position which may be filled by any of the following series: Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), and Electrical Engineer (0850). You will serve as a Project Engineer (Construction).

Duties

Assures that all construction is accomplished in accordance with proper quality control, assurance procedures, and governing plans and specifications. Approves contractors construction schedules and quality control procedures. Responsible for the enforcement of contract requirements for all assigned contracts. Receives and checks for contract compliance of technical submittals from contractor such as shop drawings, catalog cuts, samples, certification of compliance, and test results. Confers with contractors to solicit advice in resolving design problems. Participates in contract negotiations. Discusses details of construction with contractor personnel and recommends changes to the contracts. Prepares change order documentation on field originated and engineering originated change orders. Assure modification documents are in compliance with the Federal Acquisition Regulations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Defense Acquisition Workforce Improvement Act (DAWIA) certification in the Acquisition Career Field Contracting within 24 months of employment/appointment.
  • Position requires a valid state issued Driver's License.
  • Position may require you to travel up to 25% of the time.
  • You must be willing to accept a term appointment.
  • Position requires the submission of a Financial Disclosure Statement (OGE-450).
  • Position requires occasional wear of protective clothing and/or equipment.

Qualifications

Who May Apply: US Citizens. Position will be filled as a Term Appointment NTE 13 months for all non-army employees. Term appointments may be extended up to a maximum of eight years and may NOT be made permanent. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Engineers: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualificationstandards/0800/files/all-professional-engineering-positions-0800.pdf Basic Requirements of Architect: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/architecture-series-0808/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes: (1) Assist with reviewing project plans and specifications applicable to assigned job prior to contract advertisement, (2) Review and recommend appropriate action to supervisor concerning contract layout drawings prior to award, (3) Assist with monitoring inspection of construction operations for compliance with plans and certifications, (4) Prepare scopes of work and cost estimates for contracts and/or modifications and/or (5) Assist with monitoring construction activities to ensure compliance with the safety standards on assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Minimum Qualifications for GS-12: Specialized Experience: One year of specialized experience which includes: (1) Reviewing project plans and specifications applicable to assigned job prior to contract advertisement, (2) Review and recommend appropriate action to supervisor concerning contract layout drawings, (3) Monitor inspection of construction operations for compliance with plans and certifications, (4) Investigate need for contract change orders and make recommendations to supervisor, (5) Monitor construction activities to ensure compliance with the safety standards on assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the minimum qualifications requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
