Vacancies will be filled in the following specialty areas:
HCO, Office of HR Strategy, Engagement and Retention Office
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Designs and creates comprehensive Service and division-wide studies surveys / questionnaires that employ state-of-the-art approaches which define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions in the human resources retention program. The resulting data from the special studies are expected to improve the effectiveness of retention program and/or support policy changes.
Develops and promotes innovative, creative and effective methods and approaches in areas where traditional methods have been ineffective or not applicable regarding employee morale and turnover. Develops strategies by conducting risk assessments for minimizing adverse impacts on the workforce with program specific workforce investment and strategies (e.g. hiring, closing skills gaps, etc.).
Schedules participants and facilitates focus groups to obtain a broader understanding of why a group thinks or behaves in a particular way to examine cultural values or other complex issues.
Researches and develops analysis to enhance existing or help create new IRS enterprise approaches to retention programs and/or influence human capital management activities. Continually monitors and reviews assigned programs/areas and develops recommended plans to IRS programs regarding IRS retention policy. Resulting studies provide guidance and assistance to senior IRS leaders to ensure the Service is appropriately structured to develop and sustain the skilled and capable workforce required to meet current and future mission requirements.
Communicates the Service's mission, vision and values to participants and ensures integration into overall retention goals, objectives and strategies. Articulates and communicates the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion to leadership and / or participants as needed.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience conducting various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service; experience gathering and analyzing data and preparing briefings, papers, and/or reports to document results and develop recommendations. Experience as a project and/or program leader utilizing management tools and techniques to evaluate the viability of a program/project, organizing work, setting priorities, determining resource requirements, and updating a project control system to monitor the progress of projects/programs. Demonstrated experience facilitating presentations, conferences, and/or surveys (in-person and virtual) for employees and managers; experience with oral and written communication skills sufficient to meet and deal tactfully and persuasively with others.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
