This position is located under the Emergency Management Branch (EMB); Emergency Management, Safety, and Security Division (EMSSD) and is responsible for ensuring APHIS-wide readiness and response in the event of an animal or plant health emergency or event.
Duties
The duties may include, but are not limited to:
Responsible for the coordination, operationalization, and management of APHIS Operations Centers significant event reporting, emergency notification, and situational awareness.
Identify resources required to perform hazard and risk assessments to proactively address the challenges of emerging animal and plant health situations.
Serve as the EMSSD Duty Officer, representing the EMSSD Director on weekends and holidays, and outside regularly scheduled working hours.
Provide recommendations to leadership on Operation Center (OC) activation levels and coordinates appropriate staffing to support real-world and training events
Ensure OC provides APHIS-wide status of resources and communications with stakeholders by coordinating with other federal, state, and local organizations.
Ensure OC staff provide timely, 24-hour response to requests for information and support.
Provide direction and facilitates the execution significant event reporting in line with established procedures and policy.
Coordinate GIS support to APHIS program areas, prioritizes projects, and ensures customer satisfaction with resulting products.
Supervise the implementation of APHIS emergency notification procedures as required.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- During periods of operational activation, intense mental, emotional, and physical stress is expected.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Use of emergency notification systems (i.e., Everbridge) or situational awareness products (ie WebEOC, or ESRI).
Support in the implementation of the National Incident Management Systems (NIMS), operational coordination and communication, situational understanding, and incident management functions applicable to all-hazards.
Advises leadership on strategic operational efforts, emergency management program development and implementation, and organizational improvement.
Experience creating and implementing procedures and guidelines related to emergency management strategies and operations center management.
Note: There is no education substitution for this grade level.
