Duties
Provides formal advertising and/or negotiated methods of contracting support and guidance to the Bureau/Agency customers and team members and performs pre-award and/or post-award functions.
Provides acquisition services by planning and negotiating complex purchases in supplies, systems, services, equipment, and/or construction.
Provides acquisition support with socio-economic considerations involving small businesses. Provides acquisition guidance to contractors on contracting matters.
Responsible for acquisition duties assigned and executed in accordance with all applicable regulations and guidelines.
Prepares acquisition plans that may include: statements of need, risks, inherently governmental functions, budgeting and funding, competition, socio-economic considerations, contract type, and/or other relevant elements of acquisition planning.
Performs contracting work through use of negotiation techniques. Performs a full range of contract negotiation tasks for complex procurement actions.
Performs analysis and verification of contractor responsibility, contractors past performance, and production and technical ability on current and previous acquisitions.
Requirements

- May be required to obtain and maintain an appropriate Federal Acquisition Certification in Contracting (FAC-C) level and to hold and maintain a Contracting Officer Certificate of Appointment (COA) commensurate with the workload of the office.
Qualifications

For GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: performing work related to contract pre-award and/or post-award functions under close review of the supervisor or senior specialist; preparing documents for contracting actions that are clearly defined and precedented; administering contracts for terms of six months or less.

Education: Have completed 3 full academic years of progressively higher level graduate experience or Ph.D. or equivalent doctoral degree in the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Combination of Education and Experience: You may meet qualification requirements for this position with an equivalent combination of specialized experience at the GS-09 (or equivalent to) and appropriate education as stated above.
For GS-12: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: providing advice and guidance to lower-level specialists on basic contract preparations; drafting responses to other organizations on pre and post award functions; using different contract types to purchase supplies; systems, services and equipment, drafting and finalizing statement of need, risks, sources section strategies, and other contracting work.
There is not substitution of education at the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Education
This position has a positive education requirement which requires that you have either of the items below:
A. 4-year course of study leading to a bachelor's degree with a major in any field;
or
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
or
C. Be a current or prior employee and have been in a GS-1102 position continuously since January 1, 2000.
