This National Guard position is for a IT SPECIALIST (PLCYPLN) (T32), Position Description Number D2580000 and is part of the AL DCSIM JFHQ, National Guard.

Duties
1. Works within Plans and Policy section to support Future Operations as well as Project management requirements. Documents infrastructure upgrade plans to support operational surge requirements and projected requirements. Participates in portions of larger continuing studies pertaining to possible additions, alterations, maintenance arrangements or replacement of automated equipment for the network enclave. Assists in technical specification reviews and economic analysis. Reviews/prepares documents for excess equipment and reviews documentation for removal of equipment from applicable records and contracts when no longer required. Assists in the development of technical specifications, and tracks configuration changes to existing baseline. Designs and develops specifications for network equipment, telecom closets, outside cable plant (fiber & copper), and inside wiring in support of Military Construction Army (MCA) projects, sustainment, restoration modernization projects, and local minor construction/renovation/expansion projects. (40%)
2. Serves as a technical writer-editor with responsibility for writing, editing, reviewing, and publishing a wide range of technical, business, and guidance documents for technical processes in Information Technology. Prepares draft documents covering significant division and branch accomplishments for weekly activity reports, news articles, journals, and various SharePoint and Knowledge Management Centers. Discusses with agencies/project contributors to gather pertinent facts analyzing the information to identify areas of particular interest to the intended audience and determines the best method of presentation. The purpose of these documents and other written products is to improve quality and knowledge management, present and interpret technical data, and provide rationale for recommended actions. Reviews, collects, and edits information from team members and other contributors for content, organization, accuracy, grammar, consistency, literary quality, and format in accordance with changing regulations. Ensures that written materials are Section 508 accessible and contain effective visual aids such as tables, figures, and drawings and reflect a writing style appropriate to the type of document and readership. Supports Knowledge Management (KM) policies, strategies, practices, and projects. Works with individuals, other organizations, and Higher Headquarters to assess existing and emerging KM capabilities to fulfill KM needs and provide recommendation to leadership for implementation of the Information Technology (IT) and IT solutions. Contributes toward the technical solution to establish a centralized, standardized process and location for knowledge management. May participate in conferences and meetings throughout the Command or other agencies on matters relating to IT requirements. The purpose of these meetings is to obtain and clarify policy, instructions, or to make special presentations or reports relating to projects and departmental accomplishments. (30%)
3. Provides automation and network operations planning (OPLAN) support to OPLAN development. Assures that technical solutions and supporting operational documentation conform to functional requirement, applicable regulations, accreditation standards and architectural design. Conducts testing necessary to guarantee satisfactory performance upon release to live system. Performs prototype testing of hardware and/or software design as needed to validate design solution and minimize technical work. Helps maintain the Information Strategic long-range and short-range plan, continuity of operations, information assurance control documentation and associated drawings. (20%)4. Provide customer service, communicate in verbal and written form, and problem solve. Be thorough when performing work and conscientious about attending to detail. Requirements

GENERAL EXPERIENCE: Basic Requirements
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
