Education Debt Reduction Program (EDRP) Authorized: This position is eligible for EDRP, a student loan payment reimbursement program. Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The APRN Program Manager is responsible for planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing staff assigned to the Mental Health Residential Rehabilitation Treatment Program (MH RRTP). MH RRTP is a 78-bed program that provides integrated, interdisciplinary residential rehabilitation to eligible Veterans with various mental health, substance use, medical and psychosocial stressors (e.g., homelessness). MH RRTP delivers highly specialized, complex, and professional services and specialized, evidence-based interventions including assessment, case management, psychotherapy, medication management, and education. Duties include, but are not limited, to: PRACTICE: Demonstrates proficiency using the nursing process in providing care for patients with complex nursing care needs. Guides and directs others who provide care. The incumbent practices independently, exercising initiative and independent judgment in day-to-day activities. Supervises several multidisciplinary professional staff. ETHICS: Identifies ethical issues in practice and takes appropriate action. Performs position responsibilities in an ethical manner adhering to the Employee Responsibilities and Conduct in Medical Center Policy #05-14. Maintains Veteran confidentiality. Adheres to HIPAA guidelines and completes yearly mandatory HIPAA training. RESOURCE UTILIZATION: Delegates care in a safe, efficient, and cost-effective manner. Assists clients in identifying and securing appropriate services. Complies with the instructions provided by the manufacturer and the Dayton VAMC Standard Operating Procedures (SOP) for cleaning and preparing Reusable Medical Equipment for reprocessing. Designs and implements problem identification and resolution strategies that can be used within the Service. Maintains ultimate responsibility for the coordination of all supplies, equipment and work management in the Mental Health Clinic. EDUCATION/CAREER DEVELOPMENT: Implements an ongoing educational plan to support own professional development. Participates in recruitment, selection, and retention of personnel. Facilitates education and development programs to maintain compliance with policies and mandates, to improve clinical performance. Implements an educational program to meet changing program or service needs, to enhance learning or role performance, and to facilitate career progress. Maintains knowledge of current techniques, trends and professional issues. PERFORMANCE: Conducts self-assessment of performance and identifies own learning needs. Assesses performance of others. Accepts organizational accountability for services provided to Veterans. Participates in Peer Review, RCAs, AIBs, PATS, etc., as needed. Engages in performance appraisal on a regular basis, identifying areas of strength, as well as areas for professional/practice development. COLLABORATION: Refers to, consults with, and makes provision for continuity of care with other health care providers. Demonstrates the ability to coordinate and work effectively with others, to initiate and lead interdisciplinary groups and/or other health related groups within the community and assists in integrating services across the continuum of healthcare. Serves as a member of the Treatment Team when a MHC Staff is not available and as needed. COLLEGIALITY: Provides feedback regarding the practice of others to improve client care. Analyzes staff performance and Veteran care outcomes and initiates accurate documentation that supports staff recognition and/or disciplinary actions, as necessary. Conducts and documents monthly staff meetings. Formulates problem identification and resolution mechanisms with the staff in the monthly meetings to assure improvement in Veteran care areas. QUALITY OF CARE: Participates in established quality improvement studies and/or activities. Participates in the general mental health quality improvement program that monitors quality of care in the MHC. Designs and implements problem identification and resolution strategies that can be used in the MHC. RESEARCH: Uses a body of knowledge to validate and/or change own professional practice. Interprets and translates the theoretical concepts of nursing into delivery of nursing care. Applies evidence-based practice findings for problem-solving and advancement of general mental health nursing practice in the Mental Health Clinic. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level III - Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Work is mostly sedentary and primarily performed in an office setting located at the Dayton VA Medical Center. Typical office work involves active listening, reading, observing, and evaluating verbal and nonverbal behavior, writing reports and clinical notes, writing policies and procedures, and speaking to groups of people as part of providing trainings. The position requires the use of office equipment such as computers, keyboards, telephones, fax machines, and photocopy machines. Visual acuity, keen hearing, clear distinctive speech, and manual dexterity are required. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
