The Inpatient Mental Health Nurse Manager (IMHNM) supports the mission, vision, and objectives of VA Portland Healthcare system and leads and oversees the day-to-day delivery of professional nursing services on the acute psychiatry unit (Ward 5C). The IMHNM provides clinical and administrative leadership in partnership with the IMH Program Manager and the IMH Medical Director.

Duties

The Inpatient Mental Health Nurse Managers duties and responsibilities include but are not limited to: Working to ensure the development and functioning of an effective therapeutic milieu. Collaborate with Mental Health and Executive Leadership Team, Patient Safety, Facilities Management, and other stakeholders to maintain a safe physical environment in accordance with the Mental Health Environment of Care Checklist. Promote a culture of innovation while assuring that standards of care are met or exceeded through the application of evidenced-based practice. Assess, maintain and improve competence and professional role of staff members which includes providing staff development opportunities and facilitating evidence-based and recovery-oriented practice. Participate as a member of VAPORHCS, VISN 20, and Mental Health Division (MHD) committees as designated. Set IMH goals and measures outcomes related to Veteran and staff safety and the quality of patient care services utilizing nursing-related outcomes and high reliability principles. Promote an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction; developing strong communication channels within programs and across internal and external programs and product lines. The incumbent is also knowledgeable and skillful in current labor relation practices, labor contract, and the concepts of AFGE partnership. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Preferred Experience: BSN required, MSN and/or specialty certification in mental health or leadership preferred. 3-5 years of mental health, substance abuse, or acute care experience. Previous nurse leadership or management experience strongly preferred. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse II - Bachelor's degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level 3 OR Master's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3 OR Master's degree in a related field with a bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3 OR Doctorate degree in nursing with no professional nursing experience OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with no professional nursing experience. Nurse III - Master's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Master's degree in a related field with a bachelor's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Moderate lifting, 15-44 pounds; Moderate carrying, 15-44 pounds; Straight pulling (.5 hours); Pulling hand over hand (.25 hours); Pushing (.5 hours); Reaching above shoulder; Use of fingers; Walking (6 hours); Standing (2 hours); Kneeling (.5 hours); Repeated bending (.5 hours); Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Depth perception; Ability to distinguish basic colors; Ability to distinguish shades of colors; Hearing (aid may be permitted); Ability to maintain 12 hour work shifts; Mental/emotional stability required. Environmental Factors: Excessive noise, intermittent; Slippery or uneven walking surfaces; Working closely with others; Protracted or irregular hours of work.

(1) Education Accreditation Requirement: Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:
(a) The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
(b) The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

(2) Foreign Education: Graduates of foreign schools of professional nursing who possess a current, full, active and unrestricted registration (see paragraph 3c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree level Nursing education program. In order to grant credit towards an appointment based on foreign nursing education higher than the associate degree level, formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) must be obtained.
