The Chief Data and Artificial Intelligence Office (CDAO) mission is to accelerate the adoption of data, analytics, and artificial intelligence (AI) across the Department of Defense (DoD). The Policy Directorate is responsible for developing and promulgating data and AI strategy, policy, standards, and practices across the DoD.
Duties

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

Incumbents typical work assignments may include the following:
Design and implement international engagement strategies and plans in support of DoD and CDAO
Provide input for senior leadership and support oversight for CDAO's international activities with a wide array of stakeholders, nations, and organizations, to ensure high-level coordination and synchronization for engagement involving data, analytics, and AI.
Resolve difficult and complex staff coordination issues related to key stakeholder engagement and strategic initiatives. Anticipates potential strategy, policy, and strategic communications challenges and opportunities from a DoD perspective, assesses impacts, and prepares recommended options.
Coordinate across DoD and broader USG interagency on international issues. Work closely with OSD, Joint Staff, Department of State, and Intelligence Community partners to collaborate on international efforts.
Develop background, prep materials, and talking points for CDAO leadership for meetings with international partners and international travel.
Serve as a subject matter expert for CDAO concerning international strategic communications and security cooperation issues, including international AI standards and broader emerging technologies.

- The incumbent must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI). A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.

You may qualify at the GG-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GG-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Design and implement international engagement strategies and plans;
Resolve complex staff coordination issues related to key stakeholder engagement and strategic initiatives;
Develop background, prep materials, and talking points for meetings with international partners;
Apply emerging technology principles, concepts, methods, standards, and practices;
Provide communication, planning, and advice to senior leadership through written and oral presentations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
