The Diagnostic Radiologic Technologist (DRT) performs duties in complex multidisciplinary Imaging Service. The incumbent provides authoritative consultative services to management at all levels of the organization as it applies to quality management (QM) and/or quality assurance (QA) in Imaging Service. Maintains the overall performance improvement program and evaluates, develops, provides, advises, and executes QM/QA program short term and long-term strategic planning for Imaging Service.
Duties
The Quality Management Technologist (QM) has full oversight responsibility of departmental QM program and may also include oversight of a departmental Quality Improvement (QI) program. performs daily inspection of radiographic units to ensure proper mechanical functionality. The QM ensures daily functionality of CR readers, provides in-service training to technologists and other personnel involved in the operation and maintenance, CR readers, DR panels and other PACS type of operations maintained within the department. The QM works with physicists to ensure compliance with radiation safety program and for acceptance testing of all new installations of equipment.
Duties include but are not limited to the following:
Serve as a recognized expert and provide authoritative consultative services to management at all levels of the organization.
Execute and assist with monitoring Imaging personnel compliance with VHA, JC, OIG, OSHA, ACR, FDA, MQSA, and National Health Physics Program (NHPP) requirements.
Assist service and/or coordinate with Biomedical and/or service engineers all scheduling of preventive maintenance modalities.
Ensure daily functionality and quality control testing of modalities.
Create and apply reengineering and continuous performance improvement initiatives, within the diagnostic service line and/or the organization.
Maintain accurate records, as required by management, for quality Imaging Service's performance improvement program and ensure monitoring of components and customer feedback.
Perform technical writing and inquires as assigned to complete reports and queries from Service, VISN, ICC, and IBOD.
Apply concepts of quality design that are consistent with current or future series of standards for quality management.
Coordinate systematic instrument and equipment quality assessment program with leads and supervisors to ensure that maintenance is current and performance failures are documented, tracked and corrected.
Evaluate, monitor and coordinate processes to optimize delivery of patient care services including improvements in appointment scheduling and access to care while reducing wait times.
Coordinate all scheduling of preventative maintenance for modalities either through supervisors, biomedical engineers or local contractor service.
Responsible for correction of nay noted non-clinical deficiencies identified during any on-site inspections.
Manage the Scheduling and Order Management guidelines/audits including, but not limited to, Community Care order/consults.

Qualifications

Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements. At least one year of experience equivalent to the next lower grade level (GS-10) directly related to the position being filled Diagnostic Radiologic Technologist (QM) that demonstrates the clinical competencies needed to provide services.
Knowledge of all Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Occupational Safety and Health Administration (OSHA), and VA standards regarding radiology quality assurance and other technical functions.
Ability to train staff on quality assurance and control.
Knowledge of inventory management systems.
Knowledge of x-ray and other image-producing machinery in order to design and operate a complete radiology quality assurance program.
Knowledge of physics and [physical properties of CR and DR panels and image production to diagnose difficulties in x-ray machinery and post processing equipment.

The full performance level of this vacancy is GS-11.
Physical Requirements: Diagnostic Radiologic Technologist position requires potentially long periods of continued walking, standing, stooping, sitting, bending, and pushing. Must satisfactorily complete a pre-employment physical. Moderate lifting (15-44 pounds), Moderate carrying (15-44 pounds), Use of fingers with both hands, Walking (4 hours) and Standing (4 hours) with both legs, Ability for rapid mental and muscular coordination simultaneously, Near vision correctable at 13' to 16' to Jaeger 1 to 4, Hearing (aid permitted), Mental and Emotional Stability required.
