The incumbent serves as the Electronics Technician within the Facilities Management Service at Bay Pines VA Healthcare System. Bay Pines Medical Center is a level 1a high complexity system comprised of several buildings on more than 300 acres. The primary purpose of the position is to analyze, redesign, modify, install, evaluate, and develop preventative maintenance and in-service training on a wide variety of complex electronic systems and equipment across the Bay Pines VA Health Care System.

Duties

Major duties and responsibilities will include: Responsible for research, design, modification, and installation of assigned complex electron systems Participates with engineering staff in assigned projects related to end service maintenance of electronic automated equipment Independently plan, organize, and complete projects that include the development and/or integration of systems Test and check the environmental conditions and reliability of electronic equipment and systems Determines the range and quantity of parts required and develops technical specifications for procurement Examines equipment in shop areas to determine design, testing capabilities, and operational characteristics to determine the range and quantity of parts required to support equipment and systems Prioritizes work to accomplish repairs and preventive maintenance inspections Work with technical staff, perform in service training, and serve as the subject matter expert when required Follow established procedures to identify and isolate failure systems Make independent decisions on report methodology to best and most efficiently repair electronic systems Work Schedule: Monday - Friday, 7:00am - 3:30pm or 6:00am - 2:30pm Compressed: Authorized Position Description/PD#: Electronics Technician/PD04542A Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Experience in Trade, Craft, or Labor Work which involves: repairing systems and equipment to include detecting and diagnosing malfunctions, tearing down equipment, repairing or replacing parts or components, or aligning, calibrating and testing the modified or repaired equipment; performing preventive and corrective maintenance to keep equipment and systems in reliable condition; installing equipment in accordance with plans, specifications, and detailed instructions, or reinstalling repaired or modified systems; fabricating electronic equipment in accordance with plans, specifications, and instructions including constructing, assembling, arranging, mounting, or wiring electronic parts and components; and making measurements to diagnose malfunctions to ensure equipment operates within prescribed standards. Experience in Technical Work which involves: developing and designing test and repair equipment, analyzing repair practices, or developing procedural instructions on methods and steps of equipment repairs; developing maintenance standards and procedures, testing and evaluating new or modified systems, or analyzing the compatibility of interlocking components and systems; planning and directing the installation of complex systems and associated facilities, particularly where there are problems of site selection and construction; designing and analyzing circuits, determining feasibility of these designs, evaluating equipment performance under varying environmental conditions, collecting data, or designing or modifying designs to achieve performance and cost objectives; and developing or evaluating new or modified systems or monitoring frequency emissions by licensed stations. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes but are not limited to: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work may require considerable standing, stooping, and bending. Often, incumbent will work on ladders, in congested areas, and on scaffolds, which require incumbent to work overhead, or in stretched, cramped, or awkward positions. The position requires considerable arm movement. the incumbent may be required to lift and carry items weighing approximately 45 pounds. For required lifting of weights over 50 pounds, incumbent will use material handling devices and/or request assistance.
