The position is located in the Central Plant of the Operations Section within the Engineering Service at the Veterans Affairs Healthcare System San Diego; a tertiary care General Medicine, Spinal Cord Injury unit, Surgery, Healthcare and Research Facility.
Duties
Major duties include but are not limited to:
Sets performance standards, evaluates employees, recommends advancements, incentive awards, etc., counsels employees and initiates disciplinary and adverse actions as needed.
Prepares shift schedules for all shifts which must be prepared in advance for leave purposes.
He/she is responsible for assuring the efficient and economical accomplishment of work assignments by his/her subordinates within the work schedules set.
Prepares memorandums and recommends replacement, repair, and/or modifications to equipment, utilities and structures in order to facilitate both long and short-range planning.
Assist the Central Plant Manager in allocating and developing a viable operating budget for the Central Plant.
Directly responsible for dispensing of allocated funds in a manner consistent with current VA Regulations.
Work Schedule: 12 hour shifts to include nights, weekends, & holidays

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: The majority of work is administrative in nature, but incumbent may occasionally work from ladders, platforms on scaffolding and with equipment that is often in hard to reach places. Job requires the ability to stoop, stand and kneel. Works indoors and occasionally outdoors, sometimes on top of buildings; may be subject to extremes of temperature, work in areas of cramped quarters. Occasionally subject to toxic fumes requiring the wearing of protective devices including uncomfortable respirators. Noise level is often high, sometimes mandating the use of ear plugs. May be exposed to unpleasant odors and the possibility of burns, cuts, bruises and scrapes.
