The primary purpose of this position is to to serve as a senior professional engineer for planning, programming, design and construction of facilities required to support system acquisition, applied research objectives and other organizational mission requirements.

Duties

- Performs multidisciplinary professional engineering work involving the application of various engineering disciplines to determine the technical facility/infrastructure needs of customers. - Applies expert knowledge and mastery of advanced architectural and/or engineering theories, principles, concepts, standards, and methods to ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies. - Develops long and short-range strategic facility plans; responsible for facility/infrastructure planning, programming development, comprehensive base planning and space planning/management. Plans, organizes, directs, and coordinates significant and complex facility/infrastructure programs and projects, in civil engineering which represent critical segments of major facility programs, and which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the lifecycle of the various facility/infrastructure assets. - Functions as the organization's technical specialist in developing facility/infrastructure programs, requirements, objectives and integration, and the estimation of time and resources for development and execution of these programs. Applies expertise in the field of engineering and/or architecture, and extensive knowledge of the assigned functional area to resolve unique or novel problems related to facility/infrastructure design and construction. - Coordinates special studies on design changes, recommends solutions to technical problems, and recommends different engineering approaches through the design development phase and into construction. - Attends meetings, conferences, briefings, and seminars related to project or program support. Participates in special projects, initiatives, and prepares oral/written reports. Presents briefings and develops technical reports to document progress and results. Prepares management reports and conducts technical presentations for planning, implementation, and corrective action. As a recognized expert, the employee has significant responsibility for defining major/critical problems and for advising management officials of advantages or disadvantages of various alternatives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree - Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR Combination of education and experience- combination of experience and college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in facility/infrastructure engineering in the area of planning, programming, design and/or construction of facilities. NOTE: You must submit transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction. Knowledge of general engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts and policies. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
