The Specialty Care Program Analyst serves as the lead analyst for Specialty Care. The Program Analyst performs a wide variety of administrative and support tasks associated with maintaining the work of the subspecialty sections that comprise Specialty Care.
Duties
Major duties include:
Provide daily reports on monitoring trends involved with encounters, notes and consults along with monthly reports on metrics for presentation by management.
Serves as a Specialty Care Representative on committees in support to outpatient and clinic administration related performance Measures to provide reports on activities.
Evaluate reports to determine trends, studies productivity levels, staff to work ratio, etc.
Use web-based and internal platforms to extract data for reports relating to Veteran Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), Computerized Patient Record System (CPRS), etc.
Develop procedures and systems designed to prevent waste, loss, unauthorized use, and misappropriation of assets.
Provide recommendations for improvement or corrective actions for modification of practices ensuring accuracy of data.
Serve as an approving official to Specialty Care, Cath Lab, Respiratory Care and RH Tele Sleep and as an acting Administrative Officer during absence and leave.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am - 4:00pm or 8:00am - 4:30pm

GS-07
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience generating reports in user friendly formats using Excel, PowerPoint and Word; experience in managing multiple projects at once with strong organizational skills; and experience with communicating with others to verify, clarify and share information. NOTE: This experience must be supported by your resume to be creditable. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement (transcripts required). OR,
Combination: Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR,
Combination: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
Work Environment: Work is performed in an office setting with occasional visits to areas within the service a well as throughout the Medical Center. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
