The primary purpose of this position is to perform routine, recurring vehicle dispatch and record keeping duties between the 341st Missile Security Operations Squadron vehicle section, 341st Security Forces Group mission requirements and base vehicle operations and maintenance.

Duties

Receives request for motor vehicle transportation. Plans the requisite resources to support approved requests for motor vehicle transportation to support the variety of missions under the Security Forces Group. Assigns and dispatches vehicles to support the motor vehicle request. Coordinates with customers for projections of recurring transportation requirements. Checks records/files and automated systems on status of vehicle requirements. Uses varied and advanced functions of word processing software to create, format, modify, edit and print a variety of letters, reports, memos and other textual documents. Conducts Organizational Maintenance on Security Forces Vehicle Fleet. Responsible for installation of add-on equipment if Security Forces vehicles. Installs emergency light bars, sirens, public address system, Security Forces decals, brush guards, truck bed toppers, and other assorted items in Security Forces vehicles.

  • Incumbent must be able to obtain and maintain a secret level security clearance.

  • A pre-employment physical examination is required.
  • On occasion performs motor vehicle operator work however, this work is neither grade nor skill code controlling.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Dispatching Series, 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a body of standardized transportation regulations, procedures, operations and federal and state laws, policies and procedures related to the fleet management function to perform a full range of dispatching duties and resolve recurring problems. Knowledge of the characteristics and capacity of the transportation equipment being dispatched to resolve recurring problems and coordinate actions. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organization and geographic are of Malmstrom AFB and geographical area(s) adjacent to the base. 2. Practical knowledge of all applicable federal, state, and local transportation safety policies, regulations, and laws; and of applicable labor/management memoranda of understanding/agreements. Ability to run wiring in vehicles without compromising vehicle and/or passenger safety. 3. Basic knowledge of the characteristics and capacities of a variety of motor vehicles, and knowledge of standard dispatching rules, processes, and procedures. Practical knowledge of all applicable guidance relating to security force operations; day-to-day, emergency and contingency activities. 4. Knowledge of established planning and scheduling methods sufficient to carry out duties/assignments. Ability to plan, estimate, schedule, and expedite activities of customer-oriented transportation work center. 5. Ability to operate a two-way radio, using proper radio procedures. 6. Ability to communicate orally and in writing effectively and to operate basic word processing, spreadsheet, and activity scheduling programs and/or computer systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
