THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTELLIGENCE OFFICER, Position Description Number D2480000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As an INTELLIGENCE OPERATIONS OFFICER, GS-0132-13, you will oversee all the State's ARNG Intelligence and Security activities, based on State force structure, equipment, and missions, which may include any or all of the following; Intelligence programs and General Intelligence Security functional areas: Personnel Security (PERSEC), Information Security (INFOSEC), Sensitive Compartmented Information (SCI), Foreign Disclosure, Communication Security (COMSEC) oversight that includes Department of the Army Cryptological Access Program (DACAP), Security Education and Training Awareness (SETA), and Industrial Security (ISP),The Army Language Program (TALP), Foundry Intelligence Training Program, Threat Awareness and Reporting Program (TARP), and Intelligence Oversight (IO). Develops, interprets, and oversees the administration of state policies, rules, and procedures adapted from policies prescribed by the ARNG, Department of the Army, Department of Defense, and/or other federal laws or regulations. Develops and promulgates short and long-range State intelligence plans and projects future requirements. Supports subordinate units and intelligence sections in developing training plans that support MI technical proficiency. Integrates, as applicable, the ARNG Funds Reimbursable Authority (FRA) and Federated Intelligence Program (FIP), Processing, Exploitation and Dissemination (PED) missions into the training, readiness, and retention plan for State Army Intelligence personnel. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate Top Secret security clearance within one year of appointment.
  • Must Attend the Army or Air NG Security Manager Course within 12 months of Hire
  • This is an Army National Guard dual status technician position which requires military membership.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Obtain the Security Professional Certification(s) within 24 months of hire.

Qualifications

Military Grades: O4 through O5 Compatible Military Assignments: 35 GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Must have the experience that equips the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade and the experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Supervisory Experience: Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
