The incumbent will perform a wide rangeof duties including but not limited to data analyses, strategic planning, budgetary planning, administrative functions, serve as COR for contracts and negotiations, and Automated Data Processing Application Coordinator (ADPAC). The incumbent will perform these duties independently, reporting actions and making recommendation to the Mental Health Supervisory Management Analyst.

Duties

Health Data Collections & Analysis: Incumbent provides service expertise in the collection, organization, manipulation, analysis, and presentation of workload and productivity data and statistics, particularly associated with those programs created by the Mental Health Initiatives process. Must utilize various sources of data and be able to present the same in an acceptable format facilitating understanding and usage. Incumbent manages those resources allocated (including personnel, funds, equipment and space) to successfully complete tasks, projects and duties assigned, or resolve problems and delays in a timely, professional manner. Incumbent is responsible for the accuracy and verification of all data collected and used and serves as the subject matter expert. Works with Team Leaders assigned to data reporting and chart review. Incumbent assists Executive Leadership group/Administrative Officer/ Staff with various Ad Hoc data programs for analysis by the various sections, AO and Chief of Mental Health Service. General assignments, duties, and projects include analyzing, evaluating, advising and coordinating the daily operations of ongoing Mental Health Initiatives (MHI) care delivery and other assigned operations for mental health. Participates in long-term planning for those delivery systems. Ensures the completion and execution of the reporting associated with the MH Initiatives and other Service operations. Provides assistance to the Executive Leadership Group (ELG) with the implementation and execution of the Performance Measures Improvement program for MHI and other assigned programs within Mental Health Service; coordinates the implementation of MHI and other assigned program evaluation processes for Mental Health. Plans and/or accomplishes special projects. Acts as subject matter or statistical expert on special projects, advising senior service leadership on major issues. Leads, conducts or participates in complex management studies and reviews particularly those with wide and significant effect upon agency is organizational structure, policy, processes, and operations where the boundaries of the studies may be broad. Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems and selects qualitative and/or quantitative methodologies appropriate to the subject under examination. Procurement/Contracting/Equipment Inventory: As a Contracting Officer Representative (COR) the incumbent is responsible for managing procurement and contracting for assigned contracts in the Service, including the Homeless Program. Duties include preparing procurement requests, evaluating proposals, and/or maintaining procurement and contracting records. Incumbent manages those resources allocated (including personnel, funds, equipment and space) to successfully complete tasks, projects and duties assigned or resolve problems and delays in a timely, professional manner. Manages contracting and procurement for small acquisitions that require varying approaches. May prepare and review purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware, and software and other specialized equipment necessary to the effective functioning of the office. Automated Data Processing Application Coordinator: The incumbent will work with local OI&T staff, Region 2 OI&T, and Office of Health Informatics development team regarding patient care, physician staffing, equipment resource utilization and management, and program planning in Mental Health Service. Incumbent reviews and analyzes existing health informatics processes in Mental Health Service areas to determine relevancy and currency of these functions. As a Subject Matter Expert (SME) with extensive knowledge of complex functions of all services through the Medical Center and their relationship to Mental Health Service, the incumbent provides management with findings and recommendations for improvement in the effectiveness and efficiency of work operations in Mental Health. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-11: You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting analytical studies to resolve critical programmatic, organizational, or functional problems, receiving requests for medical equipment and supplies, conducting inventories and administering equipment purchases/contracts, and formulating, preparing, and submitting the annual budget estimating and executing the budget, preparing and delivering oral presentations such as proposals and recommendations, training sessions, morning meetings, and strategy sessions with staff activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes... OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D degree or equivalent doctoral degree; Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related (TRANSCRIPT REQUIRED). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. Physical Requirements: The work is primarily sedentary. However some walking, standing, bending, and carrying light items may be required.
